Description
Justification and Approval Statement of Deliverables The NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NHLBI Center for Biomedical Informatics, intends to negotiate on a sole source basis and award a contract for business process automation software modules to BP Logix, Inc., 410 South Melrose, Suite 100, Vista, CA 92081 under the authority of the Federal Acquisition Regulation (FAR) Subpart 13.106-1. "(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization)." This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. The North American Industry Classification System (NAICS) code applicable to this requirement is 511210 -Software Publishers with a small business size standard of $25.0M. The period of performance will be twelve months from date of award. The basis for sole source determination is based upon the fact that BP Logix, Inc., is the sole provider of their proprietary software. This Notice of Intent expires five (05) days from its posting. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-(HL)-2012-126-RMD and may be submitted in writing to the National Heart, Lung, and Blood Institute, 6701 Rockledge Drive, RKL 2, Room 6144, Bethesda, Maryland 20817, Attention: Renee Dougherty. Emails will also be accepted at Dougherr@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
