- The Smithsonian Institution (SI) is seeking the services of an exhibition design firm to provide exhibition design services for the National Museum of Natural History’s new exhibition Deep Time. The successful firm shall provide all design services for the exhibition, including all exhibition planning, design of the exhibition and all its components (i.e. graphics, lighting, exhibition security, object mounts and multimedia/audio-visual, interactive), layout of all exhibition components, A/E services for the exhibition elements, coordination with the renovation project A/E on infrastructure requirements, project documentation, exhibition cost estimating, project management, contract administration, fabrication and installation quality assurance and coordination services, and all specifications, drawings, and associated materials necessary for the museum to proceed with the fabrication, conservation, stabilization, construction and installation of the new 24,500 square foot exhibition at the National Museum of Natural History in Washington, DC. The Exhibition will highlight 4.6 billion years of global change—an integrated perspective bringing together collections and insights from all seven of our science departments: Paleobiology, Mineral Sciences, Botany, Entomology, Vertebrate Zoology, Invertebrate Zoology, and Anthropology. This deep-time perspective of geological processes and life on Earth will place our visitors amid the events that have shaped our planet. The museum currently anticipates designing the Exhibition in a portion of the existing Fossil Halls, Halls 2 through 5 (which encompass a 24,500 gross square-feet including circulation space), with the possibility of incorporating Hall 6 into the Exhibition (adding 6,500 square feet of gross exhibition space). What happens within the renovated container, or white box, of available square footage is open to the full range of imagination. The core questions driving this project act as important gateways for engaging visitors in discussions concerning what we know about how our planet works. The Smithsonian anticipates awarding one (1) contract to the successful Offeror with the duration of the project estimated at 120 weeks through 100% final design documents with fabrication and installation oversight and other services taking place beyond this period. The Smithsonian reserves the right to change the scope or any other aspect of the project. This is a best value procurement. All firms responding to this solicitation will be required to submit a business and technical proposal for purposes of evaluation. Proposals will be evaluated using the following weighted factors, as described in greater detail in the forthcoming Solicitation: 1) Plan of Accomplishment; 2) Firm’s Experience and Past Performance; 3) Management (Management Plan and Key Personnel/Subcontractors); and 4) Contract Price. All evaluation factors other than contract price, when combined, will be granted more weight than contract price. The Solicitation documents will be available upon written request, on or about the week of June 11, 2012, from the Smithsonian Institution, Office of Contracting, Attn: Jennifer L. Kroan. Prospective Offerors must provide a written request for solicitation documents on company letterhead with complete mailing address, telephone and facsimile numbers, email address and name of the appropriate company representative. Written requests for solicitation documents must be delivered to the attention of Jennifer L. Kroan to the following email address: kroanj@si.edu or by facsimile transmission to 202-633-7308. Prospective Offerors are encouraged to submit their written requests as early as possible prior to the week of June 11, 2012. Smithsonian anticipates scheduling a pre-proposal conference at a later date. The date, time and location of the pre-proposal conference, if one is held, and the due date for submission of proposals will be provided in the solicitation documents. The Smithsonian Institution expressly reserves the right in its sole discretion to not proceed with the solicitation or any subsequent negotiations or contract. This pre-solicitation notice shall not commit the Smithsonian to pay any proposal preparation costs nor to provide reimbursements for any costs associated with a response to the same. Interested vendors should note that this is not an RFP for a federal contract and is therefore not governed by federal procurement procedures.
