- THE SOLICITATION AND ALL SUPPORTING DOCUMENTS WILL BE POSTED ON OR ABOUT 11 JUNE 2012 on the Army Single Face to Industry (ASFI) website, https://acquisition.army.mil and via the FedBizOpps website: https://www.fbo.gov. The pre-solicitation response date is not the solicitation response date. No response to the pre-solicitation is required. A Sources Sought was issued 19 March 2012 for this acquisition on ASFI and FedBizOpps under the number W564KV-12-D-0003. All future publications will reflect the new number W564KV-12-R-0005. The 409th Contracting Support Brigade's Theater Contracting Center, in Kaiserslautern, Germany intends to solicit and award Firm Fixed-Price (FFP) requirements type contract(s) for Laundry and Dry Cleaning Services and Troop Collection Point Operations in SW and SE Germany. The Contractor shall receive, account for, process, and return all organizational clothing, Direct Exchange (DX) linen, and TA-50 tendered for laundry and dry cleaning at 10 Troop Collection Points (TCPs). TCPs are Government-owned, Contractor-operated (GOCO) facilities located on U.S. Army installations throughout SW and SE Germany. The Contractor shall transport laundry and dry cleaning items between TCPs and the contractor's laundry plant(s). All phases of laundering shall be conducted at the Contractor owned-Contractor-operated (COCO) facilities that are fully equipped with equipment of such design and operational features as to specifically handle Army linen, military tactical gear (TA-50) and uniforms. The facilities shall be staffed and managed /supervised by personnel fully knowledgeable of what equipment, wash procedures, drying procedures, et cetera are required to meet the unique requirements for processing military laundry. The Contractor shall provide all management, supervision, personnel, equipment, tools, materials, and transportation to perform all phases of laundry and dry cleaning services and TCP operations in accordance with the performance work statement and the terms and conditions of the solicitation and resultant contract. The period of performance is from 01 December 2012 through 30 November 2013 and contains a thirty day phase-in period; with four (4) one year options. The acquisition is unrestricted: All responsible sources may submit a proposal which shall be considered by the government. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Prospective offerors are responsible for monitoring the ASFI and/or FedBizOpps websites for release of the solicitation package and downloading the solicitation package, any amendments, and any other pertinent information.
