- Description
- The Centers for Disease Control and Prevention (CDC), Procurement and Grants Office (PGO) intends to solicit and negotiate on a sole source basis with Palo Alto Medical Foundation Research Institute (PAMFRI) for services related to the administration of a pilot test evaluating alternative approaches to collecting data from providers as part of the National Ambulatory Medical Care Survey (NAMCS). Minimum requirements for vendor are necessary to fulfill the CDC need: vendor must be a part of a medium to large sized medical group practice or has a research foundation relationship with a medical group practice of such size; vendor must have specialized expertise and extensive experience with health services research design, methodology and execution, healthcare information technology, empirical studies in health care, medical care utilization, quality and outcome of hospital care and health care market reforms in various states and communities; vendor has control over a medical group practice electronic health record system; and vendor has existing infrastructure to provide secure and confidential exchange of protected health information. This is a notice of intent and not a request for proposals. It is the Government's belief that only one responsible source exists that is uniquely qualified to satisfy agency requirements. The Palo Alto Medical Foundation (PAMF) is a multi-specialty organization. The PAMF catchment areas have a diverse racial and ethnic composition. All practice sites have comprehensive electronic health records systems. The Palo Alto Medical Foundation Research Institute is a division of PAMF. This relationship provides access to the wealth of data and contextual resources. PAMF is staffed by about 1,000 physicians, about half of whom are in primary care. It provides state-of-the-art medical care for about 750,000 patients with over 2,3000,000 patient visits per year. All physicians and patients are linked through the same EHR, EpicCare. HIPAA compliant de-identified clinical and demographic data on patients are readily accessible for research purposes in a secure computing environment. This procurement will be processed under the authority of FAR 6.320-1. Interested vendors may identify their interest and capability. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Respondents will not be notified of the evaluation results.
