- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Wellspring Worldwide, 303 W. Erie Street, Suite 300, Chicago IL 60654 for the development of intellectual property software, Sophia Knowledge Management System (KMS: Base System. BACKGROUND: The NCATS Office of Strategic Alliances (OSA) supports NCATS's intramural and extramural research programs by facilitating collaborations between NCATS researchers and external research and development organizations. In order to better manage these activities and comply with applicable statutory and regulatory requirements, OSA is seeking to install a NCATS level Technology Transfer Database (TTD) that will manage records and documents. DESCRIPTION: The Sophia Knowledge Management System will empower NCATS organization to manage all aspects of the technology commercialization process. From research projects to invention disclosure through patent filings and lab tests, each component of NCATS Knowledge Supply Chain will be tracked in detail. Plus, this program can easily be customized to NCATS organization's research processes, ensuring complete support of NCATS business practices and reporting needs. This program represents the first comprehensive Knowledge Supply Chain software system. For the past decade, Sophia has been recognized as the only system uniquely designed with the specific challenges of research-focused organizations in mind •Web-based for access anywhere •Easy to learn, intuitive to use •Graphical reporting tools •Interfaces customized to each user's preferences •Automated workflows with reminders •Advanced document management capabilities •Maps networks of your Knowledge Assets •Reports to measure and analyze research outcomes SOLE SOURCE JUSTIFICATION: The Sophia Knowledge Management System is currently being utilized by current NCATS staff as the system is being utilized by the National Human Genome Research Institute (NHGRI), the predecessor organization to NCATS. As such, OSA staff has already been trained using this software program. NCATS is in the process of migrating its data off of the NHGRI Sophia database program to an NCATS program. To avoid a lapse in service and costly re-training of staff that would be associated with acquiring a new TTD, it is in the best interest of NCATS to continue using this vendor. The Sophia Knowledge Management System is only available from this source, this vendor does not distribute for resale nor does it allow any third party vendors to install or provide technical assistance in case of any software malfunctions. DELIVERABLES: 1. Sophia Knowledge Management System Base Software 2. Receipt of Data from NIH Databases 3. Annual Maintenance 4. Autolinking Inventions, Agreements and People This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 334516 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
