Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Program Contracting Activity East - St. Louis VA Medical Center, Bldg. 2 #1 Jefferson Barracks, Drive St. Louis, MO 63125 2.Nature and/or Description of the Action Being Processed: EES Plans to contract under other than full and open competition for a firm fixed price award for a Firm Fixed-Price contract. The proposed awardee is Occupational Therapy Online. 3.Description of Supplies/Services Required to Meet the Agency's Needs: This purchase is for the VA Occupational Therapist to take online training with Continuing Education Credit (CEU) which is required to meet professional standards required to maintain the VA's certifications. Occupational Therapy online will provide access to 800+ commercial off the shelf (COTS) audio conferences with the VA Occupational Therapist taking up to 463 for the first year and a 5% growth of usage over the next four years. Each course is priced at $99.00 per course with the VA taking a not to exceed 463 courses for the first year. The estimated cost of this proposed acquisition is $45837.00 for the base year, $48,114 option year one, $50,490 option year two, $52,965 option year three, and $55,638 option year four for a total life cycle cost of $253,044. This is a base plus 4 option years contract. 4.Statutory Authority Permitting Other than Full and Open Competition: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): a. Only One Responsible Source (FAR 6.302-1) - These training classes are proprietary classes and are not offered by any other vendor. This continuing education training is required for VA Occupational Therapist to retain their required certifications. Purchasing from uncertified vendors would result in training materials that do not meet the standards of the professional association that supports VA Occupational Therapist, as required. 5.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Researched was done via GSA and Google. Research has shown that there are no vendors that can provide the required training courses to the VA. Posted combined synopsis solicitation to FBO for 14 days and received no responses. 6.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The Price offered to the VA is the same price that is only offered to the company's preferred clients and is in line with training of a similar nature as the market research has shown. IAW FAR 6.306, this justification will be synopsized 14 days of contract award. 7.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Researched was done via GSA and Google. Research has shown that there are no vendors that can provide the number required training courses to the VA. American Occupational Therapist Association; www.AOTA.org Purchase individual courses that range from $29.95-636.00 Occupational Therapy. com www.occupationaltherapy.com Price for unlimited course membership is $99.00 per year. Occupational Therapy Online offers weekly seminars and online training. Based on market research only one vendor meets the needs of the government, for online training, and that is Occupational Therapist online. They offer more classes and are a small business concern.
