- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation number NWWG9400-12-02941 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 423430 and the Small Business Size Standard is $25.0M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), specifically the Radar Operations Center (ROC) in Boulder, Colorado has a requirement for the renewal of maintenance support services for the items listed in the Statement of Need (SON) appended to this announcement. The period of performance is for twelve months beginning June 5, 2012 through June 4, 2013. The resulting purchase order shall be awarded on a firm fixed price to the vendor offering the best value to the Government with the award going to the vendor first meeting all of the requirement specifications, then price. A brand name justification is provided specifying that Extreme Networks hardware is the foundation of the ROC LAN and failure of any Extreme Networks components would severely impact the ability of the ROC to support the NEXRAD network. Extreme Networks is the maufacturer compatible with the ROC's existing CM Software, therefore the continued use of Extreme Networks is absolutely vital to the ROC mission and is in the Government's best interest. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The provisions and clauses may be downloaded at https://www.acquisition.gov/far/. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - the FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and 52.211-1, Brand Name or Equal. Any responsible source that can meet the requirements and provide the product services as outlined may respond to this solicitation by submitting a quote electronically to shirley.l.johnson@noaa.gov, to be received no later than 12 Noon (EST) Friday, June 1, 2012. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. The Government reserves the right to make one award or no award at all to this solicitation.
