- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the National Marine Fisheries Service (NMFS) seeks potential vendors to provide, install, maintain, and remove electronic monitoring (EM) systems for 40 to 57.5 foot (overall length) fishing vessels in the Pacific halibut and sablefish longline fisheries in the Gulf of Alaska. The overall goal of this project is to develop an EM system to meet the data needs of fishery managers and be responsive to the needs and constraints of the small boat fleet in the Gulf of Alaska Pacific halibut and sablefish longline fisheries. A restructured funding and deployment system for observer coverage in the North Pacific groundfish and Pacific halibut fisheries will soon occur which extends observer coverage requirements to a wider range of vessels than are currently included in the North Pacific Groundfish Observer Program. A percentage of vessels included in this extended coverage will be unable to accommodate an observer onboard to meet the observer coverage requirements primarily due to vessel size or space available for observer sampling duties. To address this challenge, a component of the restructured program includes provisions for the National Marine Fisheries Service (NMFS) to develop and incorporate electronic video monitoring as a means of meeting coverage requirements if NMFS determines an observer cannot be accommodated on these vessels. The vendor's primary responsibility will be to provide the equipment, infrastructure and personnel to support the production of digital video which will be recording gear retrieval on longline vessels of 40 ft. to 57.5 ft. designated by NMFS to use EM systems. Specifically, the vendor will develop and install an electronic monitoring and recording system to collect unedited, continuous, digital video of all gear retrieval during fishing events occurring over a three month period in all types of weather and lighting conditions on each of these vessels. The EM system will be installed on up to 15 vessels designated for EM by NMFS staff in each calendar quarter. The resolution of the video must allow counts of individual fish and identification to the lowest taxonomic level possible, preferably to species. The digital video (hereafter deliverable) will be correlated with GPS location data and a time/date stamp in each frame. The deliverable will be formatted as open source digital video such as, but not limited to AVI, MPEG, or MOV without requiring third party plug-ins for maximal interactivity. The deliverable will be accessible by NMFS staff to review, annotate and archive hook counts as well as target and discard species counts. Multiple cameras may be needed for each EM system to capture these views at the required resolution. NMFS staff will retrieve the deliverable from each of the designated vessels without assistance from the contactor on swappable hard drives provided by the contractor. The vendor's secondary responsibility is to provide technical assistance to the vessels designated by NMFS with EM systems. Technical assistance may be provided via cell phone pending the designated vessels' cell phone provider coverage unless technical resolution necessitates a physical visit to the vessel at a port agreed upon by both the vessel and the contractor.
