- 1.Question--Is the above requirement considered a new requirement or a follow-on to a previous contract? Answer--W15P7T-12-R-A307 is not a follow-on; it is considered a New Requirement due to the specifications change from Revision C to Revision D. Previous contract W15P7T-04-D-C021 was for similar items and was awarded to Custom Manufacturing and Engineering, Inc. September 2004 as a five year, firm-fixed price, Indefinite Delivery Indefinite Quantity that was extended an additional two years with a Justification and Approval for a sole source award in accordance with FAR 6.302-1 Only One Responsible Source. The ordering period from this former contract ended October 2011. 2.Question--We are trying to go through the W15P7T-12-R-A307 solicitation and I can't find the next drawings. Answer--Drawings will be provided at the time the solicitation is released. 3.Question--I am inquiring into the NAICS code that is posted on the FBO Pre-Solicitation page. We noted the NAICS code assigned is 335999 with a Small Business Standard of 500 Employees. Can you please advise if the Government would consider changing the NAICS code to the previous NAICS code assigned of 335311? Answer--The NAICS 335999 is a more accurate fit for the Power Supplies requirement. The NAICS code change has been approved by the Contracting Officer and the Small Business Administration. 4.Question--Is this an open bid because the existing manufacturer is not bidding because they are discontinuing the product or not willing to make the units field repairable...or is the an open bid to enhance competition to get the most cost competitive bids, where the existing supplier will likely bid as well? Answer--This is requirement is for Full and Open Competition; any small business under the NAICS code can provide a proposal. If you feel your company is qualified, please submit a bid. 5.Question--Will the SOW and Performance Specification would be coming out on June 4th as well? Answer--The Statement of Work, (SOW) and the Performance Specification will be release with the Request for Proposal(RFP). Army Contracting Command is still reviewing the requirement; please continue to watch FBO for additional information. Note that June 4 is not a definite date for the RFP to be released.
