Description
DESCRIPTION: The U. S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, under authority of 10 U.S.C. 2304 (1), with Exactdata LLC (1372 North Road, Scottsville, NY) for the creation of realistic, longitudinal synthetic patient health data sets and to populate CHCS and AHLTA Common Data Repository within the Early Stage Platform (ESP) for Research and Development (R&D). The synthetic dataset must: -Be statistically accurate in depicting a large number of patients over time -Be accurately linked -Be internally consistent at an individual level -Reflect a valid range of patients with regards to demographics, familial relationships, medical conditions, therapies, and clinical outcomes. ExactData is uniquely qualified for this initiative because data generated from Exactdata's Dynamic Data Generator is fully synthetic (fake) and does not require access to other data sources. Therefore, Institutional Review Boards (IRB) and Office of Human Research Protections (OHRP) management of Protected Health Information (PHI) risk in the realm of test records is inherently eliminated, and development and testing is unencumbered to the risk and fear of utilizing PHI. The data cannot be re-identified because it was never real to start with, as is possible with more traditional de-identified solutions, regardless of the sophistication of the de-identification. This inherent fully synthetic feature will also significantly reduce the costs associated with managing such risk. No solicitation package will be issued. All offerors shall respond with their capabilities to perform the above with past performance successfully performing similar requirements and their estimated cost to provide the above. All responses with specific capabilities, past performance and estimated costs received in response to this notice by the above response date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement.
