- LIMITED SOURCE JUSTIFICATION 1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain,Hospital Equipment Division,is the contracting activity. 2. The action submitted for approval is the acquisition of brand name products under National Optronics' Electronic Catalog (ECAT) contract SPM2DH-12-D-8210/SPM2D1-07- R-0012. 3. The W05J Medical Equipment Maintenance Division TOAD, Tobyhanna, PA and Scott Air Force Base, FM4407 have the following requirements: Item Description: Horizon II, Edging Machine Ophthalmology model 3000 National Stock Number (NSN)/Part Number: 6540-01-417-7952 Quantity: 30 EA (W25MWY01600005) Unit Price: $8,465.27 Total Estimated Dollar Value: $253,958.10 4. This action is being conducted under the Multiple Award Schedule Program. The authority waiving the competition requirements is DFARS 216.505-70(b)(2) as the following circumstance in FAR 16.505-(b)(2)(ii) applies: Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The edging machine is a commercial off the shelf system. It is used with the conjunction of an air compressor. The edging machine cuts all shapes, sizes and powers of CR-39, Polycarbonate and Hi-Index lenses without changing cutters. Carbide blades cut instead of grind, so there is no rounding of the bevel. The largest poly lenses can be edged in a single cycle with slower flow control cycle. Fully integrated circuitry eliminates micro. switch adjustment, ensuring high reliability. The edging machine is provisioned with all the necessary accessories and supplies. The Edging machine is currently purchased through ECAT. System Description: • Air chucking • Shipped complete with vacuum system and accessory kit • Multiple edge finishes with optional cutters • Modular design facilitates in-lab maintenance and repair These Horizon II edging systems are used in a number of locations in the Department of Defense's system of medical care for deployed personnel and hospitals. This versatility is especially important in the military environment. Specific applications (Unit Assemblages) where these Horizon II systems are used in deployed Army medical applications include the 003A Optical Fabrication Unit. Specific training and experience in using the Horizon II edging system is critical to safe patient care, and an unplanned change could have major negative impact on medical care for deployed service members. This is especially true for maintenance and supply support operations. The Horizon II was selected by USAMMA and DMSB SMEs for use in deployed Army medical care. In the deployed environment,it is critical for purposes of training, support,maintenance, cost minimization, and meeting urgent delivery schedules to have standardized medical equipment, accessories, consumable supplies, and spare parts. Having a mixture of different equipment models and associated supplies/spare parts would be logistically burdensome and would likely result in increased problems with parts shortages and operator errors due to non-standardized user interfaces and unfamiliarity with equipment. National Optronics is the only company that manufactures the Horizon II and associated accessories and spare parts. These Horizon II units have been fully provisioned in the military supply system with inventories of consumable Items, and spare parts. USAMMA has developed a full supportability plan for the Impact 754 ventilator system, detailing procedures and resources for supporting these systems throughout the product life cycle. 5. The Contracting Officer has determined the price of the Horizon II fair and reasonable based on analysis of contractor cost or pricing data performed prior to award of the basic contract on May 18, 2012. This acquisition represents the best value to the Government consistent with FAR 8.404 (d) and will result in the lowest overall cost alternative to meet the Government's needs. 6. Market Research included online research of the industry and contact with the manufacturer and customer; there were no additional sources found that met the Government's requirements. 7. There are no other facts supporting the use of other than full and open competition. 8. DLA Troop Support will encourage other companies to submit offers on the current ECAT solicitation SPM2DH-11-R-0011; however,offerors of other than National Optronics' Horizon II will have to undergo the evaluation/certification process. 9. As the Contracting Officer,I hereby certify that the information contained in this justification is accurate and complete to the best of my knowledge and belief.
