Description
Justification For Other than Full and Open Competition Task Order HSHQDC-12-C-00030 was awarded on a sole source basis to Global Systems Technologies Inc. for six (6) months of research and development (R&D) support services specifically trace explosives and explosives simulant laboratory operations and technical support in support of the DHS TSL valued at an estimated cost of $647,998.91. The work to be performed involves critical mission related R&D support to develop the standards, protocols and test articles necessary for the establishment of detection technology requirements and associated assessments. The specialized technical and laboratory expertise and capabilities for the operation of TSL's trace explosives and explosives simulant laboratories involve critical support to various customers for trace explosives detection, unique test articles, characterization of explosives, materials testing, and development of simulants. Additionally, the work provides a level of on-call responsiveness in the event of a national emergency. Therefore, this requested action to continue support for critical core laboratory operations support will ensure continuity of specialized technical and laboratory expertise pending award of the follow-on acquisition based on a new solicitation. The attached Justification for Other Than Full and Open Competition supporting this action is attached.
