- This is a Bureau of Ocean Energy Management (BOEM) Requirement. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This pre-solicitation notice is being issued in accordance with FAR Part 5.204. This procurement is being conducted in accordance with FAR Part 15. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a contract entitled Workshop and Research Planning to Improve Understanding of the Habitat Value and Function of Shoal/Ridge/Trough Complexes to Fish and Fisheries on the Atlantic and Gulf of Mexico Outer Continental Shelf. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a firm-fixed-price (FFP) type contract for the effort described herein. The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services. The period of performance of the resultant contract is anticipated to be not more than 24 months. The anticipated budget range for this study is estimated at $140,000 to $155,000. BACKGROUND: The Bureau of Ocean Energy Management (BOEM), Division of Environmental Assessment develops and oversees applied scientific studies required for making responsible decisions for managing energy and marine mineral resources on the U. S. Outer Continental Shelf (OCS). The purpose under this effort is to bring together a select group with a broad knowledge base to characterize the present scientific understanding of the function of shoal habitats. Further, the study seeks to advance the understanding of how the disturbance of benthic habitat and infaunal/epifaunal communities may lead to cascading effects on keystone demersal and pelagic fishes. Thereafter the Government plans to conduct a workshop to identify the habitat value and function of shoal/ridge/trough complexes to priority fish species on the Mid-Atlantic, South Atlantic and Gulf of Mexico Outer Continental Shelf. The broadly-stated purpose of the workshop is necessary to facilitate understanding of the habitat value and function of the ridge-swale shoal complexes. Further, the work under this effort shall foster open communication between specialists of various disciplines to improve this understanding of habitat value and function. A concurrent task will be to identify knowledge gaps, and to rank these gaps in terms of future research needs. SCOPE OF WORK: The study is expected to: (1) Synthesize current scientific understanding of the habitat uniqueness, value and function of ridge/swale and shoal complexes for benthic and fish communities, identifying critical gaps in understanding; (2) Discuss the effectiveness of the various scientific research methods and approaches which are used or may be used in examining these information needs; (3) Identify relevant areas, space, and time scales for study, cost-effective research methods, costs, and cost-leveraged study opportunities to develop appropriate duration datasets to address the critical gaps in understanding; (4) Utilize of compiled knowledge and data gaps in future BOEM OCS management decisions; and (5) Plan, coordinate and conduct a workshop to facilitate understanding of the habitat value and function of the ridge-swale shoal complexes.
