- The Operationally Responsive Space (ORS) Office Kirtland AFB, New Mexico is interested in receiving information on potential payloads that can meet ORS objectives on our upcoming demonstration mission for the development of a new launch system known as Super Strypi. The demonstration mission is scheduled for launch from the Pacific Missile Range Facility (PMRF), Kauai Hawaii in August 2013. For the demonstration mission the orbit is 97.3 degrees at a nominal 450km x 525km. The orbit may vary based on motor performance of a low at 450km x 450km circular to a high of 450km x 600km. Currently the ORS Office has three 3U cubesat payload slots available. This RFI is being released to the space industry on FedBizOpps in hopes that industry can help the ORS Office find Government or Government sponsored payloads that would be interested in flying on this mission. This release will help ensure that the ORS Office has canvassed to the greatest extent possible all organizations that have CubeSat missions/payloads. If you have a payload/space vehicle that meets the requirements detailed below and the orbit is acceptable, have your Government sponsor contact the ORS Office. Interested parties (Government sponsors) will submit a formal request to the ORS Office that details their ability to meet schedule and fiscal commitments detailed in the next paragraph. In addition, a mission brief is required that details the mission objectives, technologies, CONOPs and other criteria the ORS Office will use to rank potential candidates against ORS objectives as further detailed below. To cover the launch opportunity each 3U equivalent slot is valued at $200,000. A memo committing the organization for the funding within 60 days of manifest is required prior to final manifesting approval. Payloads, or flight-worth mass simulators, are expected to be delivered to the ORS integration facility at Kirtland Air Force Base 60 days prior to launch or June 1, 2013 whichever comes first. Details on the ability to meet schedule will be provided by the payload organization with discussion/assessment on any risk and the mitigation in meeting that milestone. To assess prioritization if more than three 3U payloads submit a manifest request, the ORS Office will review the mission and/or technology demonstration against the following priorities: a. Modular hardware and software architecture b. On Orbit Re-configurability for a Software Defined Radio to accomplish the TT&C mission c. Deployable Antenna Structures from a 3U Form Factor d. Concepts for RF Collection from a 3U Form Factor e. Demonstration of Ka Band CDL downlink capability from a CubeSat Form Factor f. Antenna Synthesis through CubeSat swarm g. All other concepts. Government responses are due 18 June 2012 to the ORS Office. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED HEREIN. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government to acquire any products or services. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No entitlement for payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or part, any contractor's input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this contemplated effort. The information you provide may be utilized by the ORS Office in assessing potential payloads for the upcoming demonstration launch of the Super Strypi launch system.
