- Pre-solicitation Notice for remodel and renovation of Bldg 1520, Old Commissary on Fort Carson, Colorado. The Mission and Installation Contracting Command (MICC) Fort Carson Contracting Office (FCCO) is issuing a Sources Sought notice to determine the availability of Historically Underutilized Businesses (HUBZone) that possess the experience and capabilities to provide renovation of approximately 30,000 sq. ft. of warehouse/office/storefront space into dedicated office space in building 1520, the old commissary. This Sources Sought Notice is for market research purposes only. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), or Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. THIS ANNOUNCEMENT IS NEITHER A SOLICITATION NOR A REQUEST FOR PROPOSALS (RFP). Prospective firms' registration in CCR is required to be current at the time of proposal submission. The applicable North American Industry Classification Code (NAICS) is 236220 - Commercial Industrial Building Construction. The Small Business Size Standard is $33.5 million. Project Information: The renovations include, but are not limited to, the architectural, structural, mechanical, plumbing, electrical, and environmental features of the site, removal of debris, limited demolition, and installation of new fixtures, parts, equipment, and materials of interior structures, walls, HVAC, plumbing, electrical and landscaping within the designated area. The renovation may be completed in three phases of completion for the north, central, and southern sections of the building. The anticipated contract type is Firm Fixed Price. The period of performance is estimated to be a 12-month period. The estimated magnitude is between $1,000,000 and $5,000,000. All parties are advised this project may be revised or cancelled at any time during the solicitation, selection, evaluation, negotiation, and final award phases. The work is construction work and subject to Davis-Bacon Act requirements. The successful contractor shall provide 100% performance and payment bonds in accordance with Federal Acquisition Regulation Part 28. Firm's response to this Synopsis shall be limited to 10 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the FY 12 for remodel and renovation of Bldg 1520, Old Commissary on Fort Carson, Colorado if solicited. 3. Firm's capability to perform a contract of this magnitude and complexity same or similar to the FY 12 for remodel and renovation of Bldg 1520, Old Commissary on Fort Carson, Colorado. (include firm's capability to execute construction, comparable work performed within the past 5 years: a. Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, 5. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested Firm's shall respond to this Sources Sought Synopsis no later than 1 June 2012 at 2:00 pm. All interested firms must be registered in CCR to be eligible for award of Government contracts. The closing date and time for submission of bids, and other pertinent information will be contained in any subsequent issuance of a solicitation package. The solicitation is anticipated to be posted on or around June 28, 2012. Interested bidders are responsible for monitoring the Federal Business Opportunities (FBO) website at http://www.fbo.gov for the release of the solicitation and any other pertinent information. All contractors shall be registered in the Central Contractors Registry (CCR) database to be considered for contract award. Contractors can obtain further information on the CCR website at http://www.ccr.gov until late July 2012, at which time the databases are to be consolidated to the System for Award Management (SAM). Prospective offerors who would like their company name included on the Bidders Mailing List may do so through the FBO website under "Interested Vendor's List." Due to the availability of electronic documents on the project, the Government will not be maintaining a separate Bidder's Mailing List. This notice does not obligate the Government to award a contract.
