Description
The Health Program/Public-Private Partnership (PPP) Advisor serves as a senior management advisor to the USAID Health Team, especially in the area of HIV/AIDS programming. The size and rapid expansion of PEPFAR, combined with the complexity of the United States Government (USG) HIV/AIDS guidance, planning, budgeting and reporting have made dedicated Health Program support essential to the success of USAID HIV/AIDS programs in South Africa. The Health Program/PPP Advisor (the Advisor) assists team members in coordinating all phases of strategy development, implementation, and budget planning of the HIV/AIDS portfolio. In addition, the Advisor leads the PPP initiative within the context of PEPFAR by exploring, implementing and advocating for opportunities to bring the private sector onboard in the fight against HIV/AIDS. S/He assists the Mission in the development and implementation of effective strategies for outreach to private corporations and other potential alliance partners to further partner, PEPFAR and USAID health objectives. The Health Program/PPP Advisor contributes essential programmatic expertise and guidance related to both USAID and PEPFAR planning, reporting, management of funds, documentation, and tracking program performance. Under the direction of the USAID/South Africa Health Office Chief, the Health Program/PPP Advisor exercises the maximum degree of independent judgment in planning and carrying out tasks, resolving problems and conflicts, and taking steps necessary to meet deadlines. The Advisor provides strong leadership in planning and management of major Health Team programs, projects and activities based on a sound understanding of the social, economic and cultural determinants' complexity of development assistance. The Advisor also provides expert guidance on the selection, use, amendment and administration of all acquisition and assistance instruments. S/He provides assistance and guidance to the entire Health Team on the drafting of correct and effective action memoranda, acquisition and assistance documents and planning and reporting documents. S/He also oversees administrative staff in the drafting of the same. The Advisor collaborates with all members of the USAID team, other USG agencies involved in PEPFAR, counterparts in South African government ministries and agencies, a wide range of civil society and private organizations, and other donor and international organizations working on programs and systems related to health and HIV/AIDS.
