Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division intends to negotiate and award a sole source contract to Idaho Technologies Inc., located at 390 Wakara Way, Salt Lake City, UT 84108, under the authority as prescribed in 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is to develop Joint Biological Agent Identification and Diagnostic System (JBAIDS) food and water (F&W) assay detection kits to support the JBAIDS analyzer. Specifically, six F&W assays to detect and identify Salmonella spp., E-coli/O157:H7, Enterotoxigenix E.coli (ETEC), Campylobacter spp., Listeria monocytogenes, and Shigella spp., are planned. The North American Industry Classification System (NAICS) for this requirement is 541711 and the size standard is 500 employees. In order to develop the new F&W pathogen surveillance assays, the contactor needs to have access to the JBAIDS design package (e.g. system integration drawings, prior polymerase chain reaction (PCR) assay protocol hardware settings, JBAIDS software computer source code, and PCR hardware settings for the fielded 22 environmental and diagnostic assays, etc.) to develop and integrate new PCR F&W assays on the DoD JBAIDS fielded instruments. Due to the unique qualifications and access to the required design source information, only the JBAIDS prime contractor, Idaho Technology Inc., has access to the JBAIDS data and is able to address this requirement. A FEDBIZOPPS announcement (W911QY-12-S-0001) was released to industry on October 31, 2011. The Government has considered the responses received in the decision to sole source this requirement. While this notice of intent is not a request for competitive proposals, responsible parties purporting to have the necessary qualifications with the ability to develop these assays that will run on the JBAIDS system and who will not require access to the data, must submit official documentation to this fact within 15 days of this notice. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 4:00 PM, Eastern Standard Time, 7 Jun 2012.
