Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division intends to negotiate and award a Firm Fixed Price/Indefinite Delivery/Indefinite Quantity Type sole source contract to Idaho Technologies Inc., located at 390 Wakara Way, Salt Lake City, UT 84108, under the authority as prescribed in 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is to provide life-cycle management support for over 350 fielded JBAIDS analyzers for a base period and four options. Specifically, this contract will cover contractor logistics support (CLS), analyzer/laptop refurbishment; annual software security reviews, engineering studies associated with analyzer part obsolescence, and replacement of the laptop and operating system in FY15. The North American Industry Classification System (NAICS) for this requirement is 541711 and the size standard is 500 employees. In order to perform these services, the contactor needs to have access to the JBAIDS design package (e.g. manufacturing drawings, JBAIDS source code, plus detailed parts lists down to the individual mechanical/electronic components)). Due to the unique qualifications and access to the required source information, only the JBAIDS prime contractor, Idaho Technology Inc., has access to the JBAIDS data package (hardware design package including drawings and software source code) and is able to address this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. While this notice of intent is not a request for competitive proposals, responsible parties purporting to have the necessary qualifications with the ability perform these services on the JBAIDS system and who will not require access to the manufacturing data and software data, must submit official documentation to this fact within 15 days of this notice. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 4:00 PM, Eastern Standard Time, 7 Jun 2012.
