Description
This announcement constitutes a Request for Information (RFI) Synopsis. THIS IS NOT A REQUEST FOR PROPOSAL. The following information is provided to assist Naval Air Systems Command (NAVAIRSYSCOM) in conducting market research to identify new technologies for Navy and Marine Corps Small Tactical Unmanned Air Systems (Group 1-3). Program Manager, Navy and Marine Corps Small Tactical Unmanned Air Systems (PMA-263) under oversight from Program Executive Officer, Strike Weapons and Unmanned Aviation (PEO U&W) will provide the assessment team for this market research effort. PMA-263 is submitting this RFI to determine Commercial Off the Shelf (COTS) or high (8/9+) Technology Readiness Level (TRL) availability of a Synthetic Aperture /Ground Moving Target Indication Radar payload that can be quickly integrated to a Navy and Marine Corps Group 3 UAS Program of Record (RQ-21A and RQ-7B). The lowest Size, Weight and Power preferred would be targeted for installation and operation from the Insitu developed, government owned RQ-21A "Integrator". The Radar sensor should significantly improve current operational situational awareness on the battlespace and provide operators with the ability to search for targets, to include dismounted and vehicle moving targets, over a wide area more rapidly (providing an area coverage rate many times greater than current Electro-optical (EO)/Infrared (IR) Full Motion Video cameras). This capability shall enable operators to cross cue the EO/IR camera to target locations identified by the Radar payload. The integration of the EO/IR camera with Radar to enable automatic and rapid sensor cross cueing should provide the operators with the capability to rapidly detect and engage targets of interest over a broad area very rapidly. The wide Field of View of the Radar and its moving target detection capability can allow the FMV EO/IR camera to focus in on targets for close up inspection and classification. Radar should be all weather and smoke penetration capable. The Radar should enable users to detect, geo-locate, classify, identify, and track threat entities in urban and littoral clutter. Additionally, the Radar should have the ability to detect certain IED components as well as performing change detection functions in support of route clearance units. An Airborne Maritime search mode is also a desired capability. Industry Response Criteria Ensure your response contains your company's name, street address, point of contact with phone number and email address, and company web page URL. Limit your responses to 25 slides and 50 double-spaced printed pages, and provide one hardcopy and one CD-ROM in Microsoft Office format. All material provided in response to this RFI shall be unclassified, non-confidential, and non-proprietary to the maximum extent practicable. If including proprietary information in the response, (1) ensure proprietary information is marked appropriately, (2) identify disposition instructions, and (3) indicate whether you require the Government to facilitate the execution of information/proprietary exchange agreements with any contractors providing advisory and assistance services to the Government who may have access to this proprietary information. Responses to RFI will not be returned. The Government will take all necessary steps to protect/safeguard any confidential/proprietary information provided. The Government will NOT be responsible for any confidential/proprietary information not clearly marked. E-mailed submissions will not be accepted by NAVAIR. The Government will not reimburse any preparation costs. At any time after receipt of RFI responses, the Government reserves the right to contact respondents for further discussion and/or clarification of the submittal.
