- SOLICITATION # SPM2D1-12-R-8001 This is a contingency contract, also known as a Corporate Exigency Contract (CEC). It involves an acquisition strategy by which the government enters into a contractual arrangement with multiple vendors to buy access to sustainment material to support Department of Defense forces during contingency operations in accordance with the latest Defense Planning Guidance. The contractor will be required to respond to the Services' demands, which will take the form of a time phased delivery requirement. The time phased delivery requirement will consist of a quantity of 1,200 ventilators (600 with reusable case and 600 without reusable case) broken out over a forty five (45) day period. Reference the below time phased delivery schedule (also included on page 4 of the attached solicitation): Day Of Order Quantity to be delivered w/case Quantity to be delivered w/o case 5 20 20 6-15 180 180 16-30 200 200 31-45 200 200 Total: 600 600 The ventilator shall be portable and suitable for air and ground movement of patients. The equipment shall be capable of sustaining the ventilation requirements of acutely ill or injured patients during extended transport. The ventilator shall be a self-contained system which shall be capable of supplying 21% to 100% oxygen when provided with a 50-55 psi oxygen source. THe breathing circuit shall be capable of using a standard disposable universal 22mm tubing set. Unit shall operate from battery and/or various electrical sources. The unit shall function in Assist/Control with Volume target, Intermittant Mandatory Ventilation (IMV) with Volume Target, and Continuous Positive Airway Pressure (CPAP). SERVICES MINIMUM REQUIREMENT: DOCUMENTED PROOF OF BOTH ARMY AND AIR FORCE AERO-MEDICAL CERTIFICATION WILL BE REQUIRED AT TIME OF REQUEST FOR PROPOSAL (RFP) CLOSING.
