- Federal Business Opportunities Information Date: 2012 May 23 SOLICITATION NO. W9128F-12-R-0052 On or about 06 June 2012, this office will issue Request for Proposals for construction of the Powerhouse And West Terrace Drain Rehab, Garrison Dam, ND. The solicitation will close on or about 10 July 2012. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A tentative site visit date will be established and sent out with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) Work will generally consist of replacing select manholes, catch basins, sub-drains, and observation risers in addition to the installation of 8 relief well outfall pipes within the switchyard and powerhouse cut-slopes at the Garrison Project near Riverdale, North Dakota. Coincidental to sub-drain replacement, several feet of concrete gutter will require replacement and several instruments (piezometers and relief wells) shall be abandoned. Furthermore, the contractor shall provide services to clean selected drain segments by hydro-flushing, provide a visual inspection of the drains with remote operated camera equipment, and produce a detailed formal report to thoroughly document the condition of these features; based on the findings of the inspection, additional sub-drain segments may be identified for replacement. Given the unstable nature of the soils in the area and high ground water levels, dewatering and shoring operations will be required. Consequently, work will be divided into five (5) phases, four phases under the base contract with the fifth phase being optional, to avoid simultaneously exposing thousands of linear feet of the embankment and foundation in this area due to through and under seepage concerns. The estimated construction cost of this project is between$1,000,000 and $2,500,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
