Description
The purpose of this synopsis is to notify interested parties that Specialty Center Acquisitions NAVFAC (SCAN) intends to issue a solicitation for Railroad Trackage services on or about 8 June 2012. The Naval Facilities Engineering Service Center (NFESC), Trackage Branch, is the Subject Matter Expert (SME) for the Department of the Navy for Railroad, Ground and Elevated Crane Trackage. NFESC has a requirement for Railroad Trackage Training, Inspection, Audits, and Consulting services at various locations both within the continental United States (CONUS) and outside of the continental United States (OCONUS). This will be 100% Small Business set-aside with a Small Business Size Standard of $14M. The period of performance is three years. There will be a 12-month base period and two 12-month option periods. The Government intends to make a single Indefinite Delivery Indefinite Quantity contract award. Task orders will be Firm Fixed Price. Source selection will be based on Lowest Price, Technically Acceptable. The following factors will be evaluated: Experience, Technical Capability, Past Performance, Safety, and Price. The awardee will be required to take a 4 ½ day Crane and Railroad Trackage Inspector Training Course to be given by the Government. This course provides the necessary training for inspection of railroad, ground level crane and elevated crane trackage. A thorough review of NAVFACINST 11230.1F, applicable parts of the Federal Railroad Administration's Track Safety Standards, and MO-103.9 "Navy Railroad Trackage Field Assessment Manual" is provided. Potential offerors must be registered in the Central Contractor Registration (CCR) Database in order to be considered for award. As a prospective offeror, you are verifying your company meets the status requirements for a small business concern performing work under NAICS code 488210 “ Support Activities for Railroad Transportation.
