- Presolicitation Notice Elevator Consulting PEER Review Services Synopsis The John F. Kennedy Center for the Performing Arts (JFKC) is located at 2700 F Street, N.W., Washington, D.C. JFKC serves as a public memorial, entertainment center, and office complex and is open to the public a minimum of 14 hours from 10:00 a.m. to midnight, seven days a week. JFKC requires professional elevator consulting services to assist in the assurance of maximum performance of all vertical transportation systems, including elevators, escalators, and various lifts. All items need to be maintained to the highest standard of care, emphasizing preventive maintenance and minimizing downtime. The Kennedy Center has a total of 25 elevators. 23 of the elevators are original to the building and were manufactured and installed by the Otis Elevator Company in 1969. All elevators have been modernized or installed as new in the last 10 years. In addition, there were two new elevators installed in 2003 and 2005. The majority of the elevator modernizations were completed through a modernization program conducted from 2004 - 2009. Typical modernization tasks included new car operating panels, new position indicators, new sprinkler and fire alarm interlocks in the machinery rooms, refurbished hoist machines, new solid state power conversion/regulation units, new position encoders, new controllers, new sleeves and guards, and new vibration/sound isolators. The Kennedy Center also has 6 escalators and 7 lifts, including several varieties of wheelchair lifts. All equipment, including elevators, escalators, and lifts, have been maintained for the life of the equipment to a high standard and are in excellent condition. The work for this contract consists of providing consultant peer review of proposals and recommendations for major component replacement of existing elevator, lifts, and escalators associated with on-going facility operations and construction-related activities at the John F. Kennedy Center for the Performing Arts (Kennedy Center), 2700 F Street, N.W., Washington, DC 20566. All work will be performed under a single contract for one year with four additional option years. A PRE-PROPOSAL SITE VISIT IS SCHEDULED FOR Monday, June 18, 2012, MEETING IN THE HALL OF STATES AT 1:00 PM. Email David Hoffman at dhhoffman @kennedy-center.org if you plan to attend. Scope of Work •1. Perform PEER review of deficiencies listed in a specific repair and demand maintenance proposal, as identified by the COTR, and determine if they are accurate; •2. Determine if the proposed corrective actions in the proposal is required; •3. Ensure that the proposal does not duplicate, modify, or nullify the elevator modernizations undertaken in the 2004-2009 program; •4. Confirmation that repair and demand maintenance activities, as identified by the COTR, are being performed on these elevators using elevator regulatory requirements and industry best practices; •5. Recommend alternative courses of action as appropriate. •a. These preventive and demand maintenance proposals may include, but not be limited to: •1. Lambda 3D Entrance Protection Device for Elevator 2E10 and Elevator 3E5. •2. Freight Door Power Conversion Package & Hoistway Door Panel Replacement Package for Elevator 2E10 •3. Other proposals as identified by the Kennedy Center COTR, which may include but are not limited to: •a) 4E7 Door/Return Adjustment •b) Top of Car Handrails •c) Whisper Fans •d) Sheave Guarding •e) Astragal Replacement •f) Pin Cab Entrance Returns •g) Locks, Tracks, Hangers •h) Clad Car Doors Special Qualifications: All Contractor personnel performing consulting work shall be qualified by education, training, experience and/or certification as required by applicable federal and District of Columbia regulations, and/or prevailing professional standards. The Contractor shall provide proof of such education, training, experience and certification (e.g., licenses, diplomas, etc.) to the Contracting Officer's Technical Representative for approval prior to any employee starting work on the contract.
