Description
The request for quotation is hereby amended to address vendor questions and answers, incorporate a change in the technical specifications and amend the Evaluation Criteria as follows: 1. Vendor questions and answers: Question: Specification #1 indicates that the range of the instrument should be 200 kPa absolute and then in parentheses indicates to 1.5 atmospheres. These two specifications are not consistent as 200 kPa is equal to 2atmospheres. Can you please clarify the requirement? Answer: 1.5 atmospheres is the preference, 2 atmospheres would be considered if all other minimum specifications are met. (See revised specification #1) Question: Specification #3 indicates a required accuracy of 10 Pa or better. Accuracy is a term that we have seen interpreted differently among different manufactures and lacks a clear, standard definition. The most agreed upon term that defines the measurement performance of an instrument is measurement uncertainty which has been identified in Specification #6. In order for us to respond to this specification, please provide us a definition of the term ‘accuracy'. Answer: This specification is redundant with #6. This specification shall be removed in its entirety. Please refer to new specification 5. Question: What is minimum required pressure range? Answer: 0 to 150 kPa. Question: Is it recommended that a user's manual be provided? Answer: A user's manual would be helpful, however, is not required. 2. Line Item 0001 specifications are hereby amended as follows to remove specification 3 (Accuracy) in its entirety, which result in a total of 13 required specifications vs 14 as stated below: FROM: Line Item 0001: Quantity Two (2) each, Controller/Calibrator that shall meet or exceed the following minimum specifications: 1. Pressure Range: Must cover the range 0 to 200 kPa absolute pressure (Vacuum to 1.5 Atmospheres); 2. Pressure Units: User selectable; must include at a minimum Pascals, millimeters of mercury at 0 oC, millibar, and pounds per square inch; 3. Accuracy: 10 Pa or better at 100,000 Pa (preference shall be given to better, less than 10 pa;(DELETED, SEE TO: below) 4. Resolution: 1 Pa or better; 5. Control Stability: 0.001 % of full scale; 6. Total uncertainty: at least 0.01 % at 100,000 Pa (preference shall be given to a smaller uncertainty); 7. Operating gas: Air or Nitrogen; 8. Vacuum reference port for zeroing using an external vacuum pump (pump not part of this order); 9. Ability to be calibrated by user using high quality pressure standard (e.g., piston gauge); 10. Port connections: ¼ inch NPT or Swagelok-type; 11. Communications: RS232 and/or USB or IEEE-488; 12. Power requirements: 117 VAC, 60 Hz; 13. Ambient conditions: Must be fully functional at temperatures of 20 oC to 25 oC, and 40 % - 70 % relative humidity; 14. Unit must be programmable to allow user to customize calibration pressure sequences TO: Line Item 0001: Quantity Two (2) each, Controller/Calibrator that shall meet or exceed the following minimum specifications: 1. Pressure Range: Must cover the range 0 to 200 kPa absolute pressure, preference shall be given to a Vacuum of 1.5 Atmospheres; (REVISED) 2. Pressure Units: User selectable; must include at a minimum Pascals, millimeters of mercury at 0 oC, millibar, and pounds per square inch; 3. Resolution: 1 Pa or better; 4. Control Stability: 0.001 % of full scale; 5. Total uncertainty: at least 0.01 % at 100,000 Pa (preference shall be given to a smaller uncertainty); 6. Operating gas: Air or Nitrogen; 7. Vacuum reference port for zeroing using an external vacuum pump (pump not part of this order); 8. Ability to be calibrated by user using high quality pressure standard (e.g., piston gauge); 9. In determining best value, preference shall be given to equipment that is capable of exceeding the minimum specifications of those stated above in specifications 3 & 6. TO: Evaluation Criteria: The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability and Price. Technical Capability shall be approximately equal in importance to price. In determining best value, preference shall be given to equipment that is capable of exceeding the minimum specifications of those stated above in specifications 1 (Pressure Range) & 5 (total uncertainty). The due date/time, June 1, 2012 @ 3pm remains unchanged.
