Description
The Federal Highway Administration (FHWA) has a requirement for a contract to conduct a study entitled "Development of Crash Modification Factors." It is anticipated that work under this contract will be to develop Crash Modification Factors (CMFs) that would receive high-star quality ratings in the CMF Clearinghouse and meet the criteria for inclusion in the Highway Safety Manual (HSM). It is also anticipated that this contract will address methodological issues with the development, application, and assessment of the quality of CMFs. The resulting contract may include evaluations using Empirical Bayes (EB) or other appropriate methodologies to analyze crash, road geometry, and other related data to estimate countermeasures' effectiveness in reducing the frequency and severity of crashes. It is anticipated that the resulting contract will be a hybrid contract, consisting of cost reimbursement task areas, as well as an Indefinite-Delivery-Indefinite-Quantity (IDIQ) task area. It is also anticipated that this requirement will be full and open pursuant to NAICS code 541330. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties are encouraged to register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments.
