- ACH Form SUBJECT: Acquisition of Prescription Data REQUEST FOR QUOTE (RFQ) NUMBER: 2012-Q-14462 ISSUANCE DATE: May 23, 2012 RESPONSE DUE DATE/TIME: June 7, 2012/ Before 12:00 pm (1200) EASTERN TIME SECTION A - DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-40. The associated North American Industrial Classification System (NAICS) code for this procurement is 518210 - Data Processing, Hosting, and Related Services with a Standard Size of $25M. THIS IS A FULL AND OPEN COMPETITION. This is a RFQ for the procurement of prescription data. The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) has a requirement to obtain categorized drug dispensing data. This data will serve multiple purposes and will be used in both descriptive and policy evaluation projects related to prescription drug abuse and overdose. In addition, the data set will contain cost information, allowing CDC to further explore economic consequences associated with the epidemic of prescription drug overdoses. The Government intends to award a Firm Fixed-Price purchase order as a result of this solicitation that will include the terms and conditions that are set forth herein. C.1 Background and Need - Drug poisoning, also known as overdose or intoxication, is a growing health problem in the United States. Drug overdose death rates have risen to epidemic levels. In 2009, drug poisoning surpassed motor vehicle crashes to become the leading cause of injury death in the United States.1 The increasing death rate for drug overdoses has been driven by overdoses of prescription drugs, especially prescription painkillers. Prescription painkillers, a class of drugs that includes hydrocodone, methadone, oxycodone, and oxymorphone, are widely misused and abused. Overdose deaths involving these drugs are now more common than deaths from heroin and cocaine combined. Further, over 12 million people in the United States, ages 12 and older, used prescription painkillers non-medically (without a prescription or just for the "high" they cause) in 2010. In addition, there were nearly 500,000 emergency department visits related to misuse and abuse of prescription painkillers in 2009. 2 CDC recommends several steps that can be taken to help prevent prescription drug overdoses including the following: 3 • Start or improve prescription drug monitoring programs (PDMPs), which are electronic databases that track all prescriptions for painkillers in the state. • Use PDMP, Medicaid, and workers' compensation data to identify improper prescribing of painkillers. • Set up programs for Medicaid, workers' compensation programs, and state-run health plans that identify and address improper patient use of painkillers. • Enforce and evaluate pill mill, doctor shopping and other laws to reduce prescription painkiller abuse. • Encourage professional licensing boards to take action against inappropriate prescribing. • Increase access to substance abuse treatment. In an effort to continue to address this rising problem and accurately recommend policy decisions and best practices, CDC must research and understand prescription drug use at the originating source, prescribers. C.2 Project Objective - To purchase and obtain categorized drug dispensing data. C.3 Scope of Work - The purpose of this project is to obtain customized drug dispensing data. This data will serve multiple purposes and will be used in both descriptive and policy evaluation projects related to prescription drug abuse and overdose. It is a timely data set that we do not currently have access to and will complement other data sets already in use like ARCOS, BioSense, DAWN ED, DAWN ME and others. In addition, the data set should contain cost information, allowing us to further explore economic consequences associated with the epidemic of prescription drug overdoses. Scope of data to be delivered: to include most current 72 months for national level data and most current 48 months for state level data of the following prescription drugs. C.4 Technical Requirements - Task 1: Contractor will provide national prescription drug dispensing data for years 2006-2011 to CDC. Task 2: Contractor will provide state prescription drug dispensing data for years 2008-2011 to CDC. Task 3: Contractor will modify data collection for the defined data sets in Tasks 1-2 on a quarterly basis for one year period based on CDC analysis and recommendations. At a minimum, all deliverables shall be marked with the contract number and contractor name. D.2. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. SECTION E - INSPECTION AND ACCEPTANCE E.1. Experience and Qualification (30 points) Vendor must have experience in the following areas: o Analysis of national and state prescription activity for all products and markets. o Access to prescription drug data including retail, mail, and long term care markets. o Coverage of more than 50% of the retail, mail and long term prescriptions dispensed. o Ability to reliably estimate non-reported volumes of dispensed drugs.
