Description
105-0294-12-Z SF312 105-0294-12Z Statement of Work The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/ Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 has a requirement "Cyber Innovation Study". The objective of the effort is to investigate and recommend innovative improvements to quantitative cyber analysis methodologies and techniques. A statement of work (SOW) identifying the requirements is attached (attachment 1). Performance under this effort may require the contractor to access data and information sensitive to a government agency, another government contractor, or of such nature that its dissemination or use other than as specified in the statement of work would be adverse to the interests of the Government or others. Contractor personnel shall be required to complete the attached SF 312 (attachment 2), Non-Disclosure Agreement as a condition of performance. The government will provide access to applicable MSIC computer networks and workspace within the MSIC building 4545 for one person. Personnel having access to MSIC computer networks must have a TS/SCI clearance. A Department of Defense Contract Security Classification Specification DD Form 254 will be provided to the winning contractor at time of award. This is a Total Small Business Set Aside. The Government plans to award a purchase order using simplified acquisition procedures on a firm fixed price basis to a contractor that provides an acceptable technical approach to meeting the Government's SOW requirements at a fair and reasonable price and that meets the requirements of this synopsis. In cases where we receive more than one technically acceptable proposal meeting all of the synopsis and SOW requirements, award will go to the lowest price. All proposals in response to the SOW requirements must include a brief description of the contractor's experience in applying analytic methodologies/technologies to quantitatively measure cyber effects. The proposals shall provide sample experiences of analyses that the contractor has performed, for whom, the issues investigated, what models were developed, integrated, and tested, specific software programs used as well as hardware solutions that were of value, and what cyber facilities were built/developed in support of the analyses. The proposal shall also briefly discuss the contractor's experience with DoD organizations as it relates to the SOW such as access and connections you have with Intelligence partners that exposed you to tools and methodologies with which others in the Intelligence Community have used to accomplish Cyber Modeling & Simulation (M&S), and cyber effects issues (for example weapon system performance analysis, M&S efforts, and Cyber Lab development). At least one contractor point of contact must possess a TOP SECRET/SCI clearance to support contract activities. FAR 52.204-2 Security Requirements (Aug 1996), 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2012) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr 2012), 52.219-6 Notice of Total Small Business Set-Aside (Nov 2011) are applicable to this requirement.
