- It is anticipated that this procurement will be 100% set-aside for small businesses under NAICS 335314 with a corresponding size standard of 750 Employees. However, a final determination has not been made. This pre-solicitation notice is NOT a request for proposals. The solicitation will be released on a later date. 1. The purpose of this notice is to notify interested contractors that the Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has a requirement for the upgrade of the the turnkey retrofit and upgrade of one (1) Automated Cleaning Line, to include the installation of two (2) new Personal Computers (PCs), three (3) new Programmable Automation Controllers (PACs), four (4) new crane positioning transducers and new automation software applications for the PCs and PACs. This notice also provides a draft specification of the requirement and information relating to the scheduled pre-solicitation conference / site visit. All questions relating to this requirement must be addressed to the Contracting Department, Attn: John DiJoseph via phone to 252.466.2786 or by e-mail to john.dijoseph@usmc.mil. 2. DRAFT SPECIFICATION: The draft specification for this requirement is provided as an attachment to this notice. The complete Request for Proposal (RFP), including the final specification, will be posted at https://www.neco.navy.mil on or around 11 June 2012. Interested offerors are advised that proposals submitted in response must be prepared in accordance with the requirements of the final specification and terms and conditions stated in the RFP. 3. PRE-SOLICITATION CONFERENCE: Interested contractors are invited to attend a pre-solicitation conference to ask questions relating to the requirement, inspect existing Automated Cleaning Line components/equipment, and discuss site specifications for the equipment, which is located in Building 4225 of the FRC East facility. See instructions below for requesting access to FRC East. The purpose of the conference is to allow contractors the opportunity to ask questions relating to the requirement, inspect existing Automated Cleaning Line components/equipment, and discuss the site specifications of the building in which the new equipment is to be installed in order to be better able to relate to the specification requirements. The conference, in conjunction with the work requirements identified in the final specification, which will be released in the planned RFP, should provide contractors a detailed understanding of the requirement. 4. Although questions relating to the requirement will be allowed, contractors must also submit questions concerning, or request clarification of, any aspect of the draft specification or issues discussed during the conference electronically via e-mail to john.dijoseph@usmc.mil no later than 12 June 2012. Comments and questions must reference RFP M00146-12-R-9007. 5. Failure of a contractor to submit questions regarding this requirement or to attend the conference will be construed to mean that the contractor fully understands all requirements of the final specification and RFP. In no event will failure of a contractor to submit questions or attend the conference constitute grounds for a claim after contract award. 6. REQUESTS FOR ACCESS (a) The Site Visit is scheduled to be conducted on 5 June 2012 at 0800. Contractors are to assemble in the main lobby of Building 137 at least 15 minutes prior to the start of the site-visit, where a Government representative will be available to escort participants to the appropriate location(s). (b) Contractors planning to attend the site visit must submit requests for access to both the MCAS Cherry Point and FRC East as follows: (i) Access to MCAS Cherry Point: Contractors must submit a list of the names of company officials who plan to attend the site visit to john.dijoseph@usmc.mil least five (5) working days prior to the date of the visit. (ii) Access to FRC East: For security purposes, contractors wishing to visit the FRC East facility are required to provide a letter requesting access. The letter should be on official company/activity letterhead and must be signed by an official of the requesting organization (other than the visitor). FRC East visit requests must include the following information: Name of Visitor (Last, First, MI) Date and Place of Birth Proof of Citizenship (requests from non-U.S. citizens must be accompanied by legible copies(front and back) of work card showing expiration date FRC East point of contact and telephone number (Cabria Simms, 252-464-9906) Date and duration of visit (5 June 2012, One (1) day) Company telephone and FAX numbers and contract number and dates RFP number M00146-12-R-9007 (c) Visit request may be submitted via e-mail to cabria.simms@navy.mil at least three (3) working days prior to the visit. (d) Although a security clearance is not required for the site visit, all contractor representatives must be U.S. citizens and will be required to furnish a valid driver ™s license or other generally acceptable form of picture identification for issuance of a visitors badge allowing for entrance into the facility. Substitution of personnel is not allowed. Technology/Electronic (Flash Media) devices, Photography (including cellular telephones with camera capability), and/or the use of recording devices within the facility are strictly prohibited. (e) Additional information regarding access to the Air Station and FRC East is available by phone at 252.464.7397 or by accessing the FRC East web-site at https://www.navair.navy.mil/frce/visinfo.html. Failure to submit the proper visit request information may result in denial of access to the facility. Additional site visits will not be scheduled as a result of such failure. 7. The MCAS Cherry Point main gate is located off NC State Highway 101, Havelock, NC. Visitors without proper vehicle identification are required to check-in at the visitor ™s center adjacent to the main gate. Once through the Main Gate, proceed to Building 137 to acquire badges for the conference. Directions from the main gate to Building 137 are available upon request at the visitor ™s center. Participants should allow at least one hour for check-in at the main gate and travel to the FRC East locations. Participants will depart from the main lobby of Building 137 promptly at 8:00 AM EST. Participants arriving late will NOT be included in the Site Visit. 8. Participants will be required to wear personal protective equipment (PPE) consisting of hearing protection, eye protection, and safety shoes. PPE will not be provided by the facility. Contractor representatives without the appropriate PPE will not be allowed access to the facility and additional site visits will not be scheduled as a result of such failure. 9. ADDITIONAL INFORMATION: Interested contractors should continue to monitor the NECO web sites for additional information and documents relating to this requirement.
