- Attached is the complete solicitation document. This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6-Sreamlined Procedures for Evaluation and Solicitation for Commercial Items-As Supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using FAR Part 15 acquisition procedures. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-59. This is a RFP is for a study on the impact of various bias parameters on study designs using quantitative bias analysis via simulations, and to develop a user-friendly statistical tool for future FDA usage. The requirement is a Full and Open Competition. This will be a single award contract. PART 2: DESCRIPTION OF SERVICES/PRICING The Food and Drug Administration (FDA) has a requirement for a 12 month study on the impact of various bias parameters on study designs using quantitative bias analysis via simulations, and to develop a user-friendly statistical tool for future FDA usage. 2.1 The government anticipates and Firm Fixed Price Type contract.
