Description
The purpose of this amendment is to: (1) Change the NAICS Code from 541990 - All Other Professional, Scientific, and Technical Services to 519130 - Internet Publishing and Broadcasting and Web Search Portals; (2) Extend the response date to May 29, 2012; and (3) Change Phone Number for Primary Point of Contact from 919-316-4625 to 919-541-7894. "This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice." The National Institute of Environmental Health Sciences (NIEHS) publishes the open-access monthly science journal Environmental Health Perspectives (EHP). The journal is of interest to biologists, epidemiologists, chemists, molecular biologists, biochemists, toxicologists, policy makers, and anyone involved in the investigation of environmental issues related to human health. EHP also contains a significant news section written for an informed nonspecialist audience. With a current impact factor of 6.09, EHP ranks fourth among 193 environmental science journals and third among 142 public, environmental, and occupational health journals. EHP is read in 214 countries. As of January 2013, EHP will be published on-line only. EHP publication activities are partially carried out by a competitive contract that will be awarded subsequent to evaluation of responses received through a Request for Proposals (RFP) announcement. The contract awardee is expected to a) produce EHP in a high-quality and timely manner; b) maintain competency in industry standards and best practices for on-line publication of a science journal that includes research, news, pod-casts, educational materials, and translated materials; c) provide the capability to produce and publish special issues or collections of previously published material; and d) develop and implement strategies to increase readership and attract submissions of high-quality research papers. The contract provides for at least 10 full-time employees. The EHP Contracting Officer Representative (COR) will be granted access to the facility to evaluate production and other mechanisms vital to contract success. The awardee will demonstrate competency in publishing scholarly research and news. CAPABILITY CRITERIA a) Demonstrated experience with on-line scholarly publishing. b) Demonstrated experience with website development, production, maintenance, and analytics. c) Demonstrated experience managing manuscript submission and peer review. d) Demonstrated experience in graphic design, image acquisition, layout, and related capabilities for the purpose of presenting news-style information in page-layout and on-line formats. e) Demonstrated experience with current protocols to ensure 508 compliance. f) Demonstrated experience with production and use of multimedia products, including pod-casts and application software (app) development. g) Demonstrated experience with CrossRef linkage and PubMed indexing. Capability statements must specify the offeror's business size and type, and demonstrate similar work that has been performed in the past five years and the dollar value of that work. The required service is defined as NAICS code 519130. For purposes of this notice, a small business is defined as one that has 500 or fewer employees. Small businesses that believe they can satisfy all the above-stated capabilities and that meet the stated size standards are encouraged to submit a capability statement. The capability statement should not exceed fifteen (15) pages (including all attachments, charts, etc.), and it should address each of the competencies indicated above. All proprietary information should be marked as such. The capability statement should include indication of current certified small business status; this indication should be clearly marked on the first page of the statement under the business concern's name and address. If responses indicate the likelihood of satisfactory competition among qualified businesses, the anticipated solicitation will be restricted to small businesses. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted as a PDF file and emailed to Melissa Gentry, Supervisory Contract Specialist, at gentry1@niehs.nih.gov by May 29, 2012, 3:30PM Eastern Time. Questions regarding this requirement must be submitted in writing to Melissa Gentry at the above email address by May 25, 2012, 12:00PM Eastern Time. All responses must be received by the specified due date and time in order to be considered. "Disclaimer and Important Notes.
