Drawings Statement of Work Solicitation Lounge Renovation NOTICE to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this request, either before or after the US Government receives your reply, with no obligation. CONST-L-7300 PROPOSAL PREPARATION INSTRUCTIONS (JUN 2006) A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. The response shall consist of two (2) separately bound parts, Part I - Price Proposal, and Part II - Technical Factors. B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price. C. Specific Instructions: 1. PART I - PRICE PROPOSAL - Submit original and one (1) copy. (a) Complete blocks 8, 12, 13, 14, 15, and 16 the RFP Section A, Standard Form 18. In doing so, the offeror accedes to the contract terms and conditions as written in the Request for Proposal (RFP) Sections A through K. These sections constitute the model contract. (b) Insert proposed unit prices in an attachment labled ESTIMATE BREAKDOWN and extended sum prices in Section B for each Contract Line Item Number (CLIN), including all options, ensure that the ESTIMATE BREAKDOWN is submitted both in electronic form via a CD disk and 2 paper copies. (c) Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For any other sections, the offeror shall only submit the pages, if any, that require a fill-in. Section J ESTIMATE BREAKDOWN shall be filled in and submitted both in paper form and electronic CD, and must be submitted in the same excel format provided in the attachment. 2. PART II - TECHNICAL FACTORS - Limited to no more than two pages per contract listed. Only references for same or similar type contract desired. Submit original plus three (3) copies. (a) The contractor shall appoint a skilled Licensed Construction Engineer or Architectural Engineer, Contract Handling Regulations of the Prime Minister's Office of the Government of Japan, as the Project Engineer for this contract. This project requires a second grade construction engineer or architectural engineer. (b) The contractor shall provide a description of their technical approach to the statement of work that demonstrates their understanding of the technical requirements f the prospective purchase order. Describe why particular methodologies will be utilized. Define milestones or specific work schedules, including a work plan and performance schedule. Provide an analysis of the complexity of the requirement, identification of anticipated problem areas, and your plan for prevention/resolution. The contractor's proposed approach will be evaluated for soundness and workability and the degree to which it demonstrates the contractor's technical understanding. 4. Format for proposal Part's I and II shall be as follows: (a) A page is defined as one face of an 8 ½" x 11" sheet of paper containing information. (b) Typing shall not be less than 12 pitch. (c) The page limitations shall not exceed 5 pages. E. Proposal Submission: 1) Submit your proposal to arrive NOT LATER THAN 18 June 2012 3:00 P.M., LOCAL TIME. 2) All proposals delivered in response to this solicitation shall reflect the following information on the address label: a. Solicitation Number FA5270-12-T-0046. b. The legend, "To be delivered unopened to the Contracting Officer", and c. The volume and copy numbers contained in each box/envelope. 3) Submit your proposal to the following address: A1C Beau Burton 18 Contracting Squadron / LGCC Unit 5199, Bldg 95 APO, AP 96368 (Okinawa, Japan) (End of Provision) CONST-M-7400 BASIS OF AWARD This is a competitive best value source selection in which technical factor or subfactor will be evaluated on a pass/fail basis. All technically acceptable quotations shall be treated equally except for their prices. Failure to meet a requirement may result in a quotation being determined technically unacceptable. A quotation must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows: A. Technical Acceptability. Initially, the government technical evaluation team shall evaluate the contractor's technical approach on a pass/fail basis, assigning ratings of Acceptable or Unacceptable. The quotations shall be evaluated against the following subfactor: • Technical Approach: Provide a description of your technical approach to the statement of work that demonstrates your understanding of the technical requirements of the prospective purchase order. Describe why particular methodologies will be utilized. Define milestones or specific work schedules, including a work plan and performance schedule. Provide an analysis of the complexity of the requirement, identification of anticipated problem areas, and your plan for prevention/resolution. The contractor's proposed approach will be evaluated for soundness and workability and the degree to which it demonstrates the contractor's technical understanding. The page limitation for this submission is (2) two 8 ½" x 11" pages. B. Price Evaluation. Next, the government shall rank all technically acceptable quotation by price, including any option prices if applicable. Quotation prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number or Subcontract Line Item Number to confirm the extended amount for each. The price evaluation will document the reasonableness and affordability of the proposed total evaluated price. The price quotation may also be analyzed to determine whether it is realistic for the work to be performed and reflects a clear understanding of the Government's requirement. C. After evaluation the quotations (technical approach and prices), an award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the non-cost ("technical approach") factors. D. This determination on the technical approach will be based on the following criteria: 1. "Acceptable": The quotation conforms completely with the solicitation requirements. The quotation "passed" all subfactors and factors. 2. "Unacceptable:" The technical quotation could not reasonably be expected to become "acceptable" without major, extensive changes and revisions. Unless the rationale clearly supports the determination of unacceptability, the determination shall be "capable of being made acceptable." E. Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offeror's may be asked to clarify certain aspects of their quotation such as technical approach. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for quotation revision. F. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
