Description
This acquisition is for a maximum total quantity of 5 each, Part Number S2476N, 1553 Data Bus Network Testers (NSN: 99-977-4774) from Flightline Systems (a division of Ultra Electronics; cage code 50027). A 3-year IDIQ will be issued to support MQ-4C (BAMS) aircraft maintenance at the organizational level of maintenance. The 1553 Data Bus Network Testers are computerized multiplexed digital data distribution diagnostic testers which are ruggedized, hermitically sealed units, manually calibrated by the end user. The network functions are command, control, communication and intelligence. P/N S2476N is the only tester tested, verified and certified to be used on the MQ-4C aircraft and the only tester meeting MQ-4C aircraft requirement. The tester is comprised of a receiver and a detachable transmitter unit for remote testing. It provides a single data path between the bus controller and the associated terminals. The interface adapter cable sets were specifically designed to interface the 1553 Data Bus Network Tester, P/N S2476N, to the MQ-4C aircraft. The Data Bus monitor is responsible for receiving bus traffic and selected data to be used at a later time. The tester is capable of testing for short circuits between the twisted pairs on the bus or stubs, open circuits on the bus or stubs, cross-overs of the twisted pairs on the bus or stubs, short circuits between either of the twisted pair to the shield/screen system, detection of open circuit or short circuit bus terminating resistors and insertion loss between any two stubs in decibels in the range of 0 DB to -31 +-0.1 DB. Other features include insertion loss display, pass/fail indications, shield test switches, receiver power switch, battery charging switch and power connection and calibration controls. Data Bus Network Tester is unique to the MQ-4C (BAMS) interface cables. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
