- The U.S. Department of Transportation, National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. Description: For over 30 years, the Fatality Analysis Reporting System (FARS) has been the most referenced source for U.S. fatal crash data. Since 1988, the National Automotive Sampling System General Estimates System (NASS GES) has been an essential source for non-fatal injury crash data. Both systems have used fairly similar sets of data elements (variables) to describe crashes, but the differences in the systems' coding details have required separate software, documentation, coding, and analysis. The Fatality Analysis Reporting System (FARS) produces a computerized file that contains data on all fatal motor vehicle traffic crashes in the 50 States, the District of Columbia, and Puerto Rico which meet the criteria for inclusion in the System. To be included in the system, a crash must have involved a motor vehicle in transport on a traffic way and must have resulted in the death of an involved person (occupant of a vehicle or a non-motorist) within 30 days of the crash. In 1966 the Congress passed the National Traffic and Motor Vehicle Safety Act and the Federal Highway Safety Act creating a Federal Agency whose responsibility it is to establish motor vehicle and highway safety standards to reduce highway crashes, injuries and fatalities. Fundamental to the purpose of this Agency is the collection of crash data that can be translated to motor vehicle standards and highway fatality countermeasures. FARS was conceived, designed and developed by the National Highway Traffic Safety Administration (NHTSA) to support the Administration's programs to improve motor vehicle and highway safety. Fatal crash data has been collected under FARS since 1975. The purpose of this contract is to procure test and inspection services to determine whether CNG tanks for use in motor vehicles comply with the requirements of FMVSS No.304. The primary objective of this effort is to execute a cohesive program of training, training resource development and maintenance, quality evaluation and quality control support; •1- To ensure timeliness, accuracy, consistency, and completeness in coding and data entry among FARS analysts, and •2- To ensure proficiency in the use of information retrieval tools, and •3- To maintain and continue the work of harmonization of NCSA Data Collection systems and their adherence to national standards. The NAICS Code for this procurement is 541519. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representatives and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Materials, Labor Hour contract from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offeror's will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 15, 2012. Period of Performance: One twelve (12) month base period, with four twelve (12) month option periods. A total possible period of performance of sixty (60) months. Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposal (RFP). NHTSA intends on awarding a Time and Materials, Labor Hour contract for a period of performance not to exceed sixty (60) months after the effective date of the resultant contract. The anticipated award date for this resultant contract is expected September 2012.
