- This procurement is for the Construction to refurbish and reconstruct the Kurzeme Dispatch Center located in Kuldiga, Latvia. The project consist demolition work to the existing facility as indicated in this scope and as identified on the final approved drawings. This includes, but is not limited to, removal of walls, flooring, ceilings, doors, windows, interior plaster finish, exterior stucco finish, signs, plumbing fixtures, mechanical and electrical system, etc. The Performance Price Trade-off (PPT) source selection approach will be used with the intent to award one (1) firm-fixed price, design-bid-build construction contract to the responsible Offeror whose proposal, conforming to the request for proposal (RFP), is determined to be technically acceptable and offers the best value trade-off to the Government, with respect to past performance and price. Note that Defense Federal Acquisition Regulation Supplement (DFARS) 252.222-7002, Compliance with Local Labor Laws (Overseas), applies to this project. Additionally, any potential awardee must be registered in the Central Contractor Registration (CCR) database to be eligible for award. The contract duration shall be 365 calendar days from the issuance of the notice to proceed (NTP). The North American Industry Classification System (NAICS) code is 236220 and the Facility Support Code (FSC) is Y1AA. In accordance with Federal Acquisition Regulation (FAR) 36.204, the estimated price range for the construction of the Construction to refurbish and reconstruct the Kurzeme Dispatch Center is between $500,000.00 and $750,000.00. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business website to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this website and become familiar with its contents and functionality prior to the solicitation issue date. It is estimated that the solicitation will be issued on or about 13 June, 2012. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and subsequent amendments, if any. The USACE Europe District Contracting Office will be the sole point of contact for this solicitation.
