- This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT to Aramark Corporation (Aramark), 1101 Market Street, 20th Floor, Philadelphia, PA, 19107 in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR Part 15, Contracting by Negotiation. The authority for this award is FAR 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements. The Office of Personnel Management’s (OPM), Human Resources Solutions (HR Solutions) enterprise provides services that assist the Federal Government in achieving their missions by: (1) partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations; and (2) offering services that enhance agencies' ability to attract and acquire specific talent. The Federal Executive Institute (FEI) is a training facility located in Charlottesville, Virginia and operated by the OPM, Washington, D.C. The Institute is open 52 weeks a year and holds classes about 50 weeks a year. Aramark will be responsible for the management of the FEI campus consisting of four buildings containing 91 bedrooms, 40 offices, 17 classrooms, two dining rooms, a kitchen, a fitness center, two multi-purpose rooms, 14 acres of grounds and parking areas. FEI has an estimated 81,450 gross square feet with 73,250 occupied square feet. Each building is two to three stories. FEI has two lines of business, the Center for Leadership Performance (CLP) and the Center for Organizational Performance (COP). There are on average of ten four-week CLP programs each year for 72 to 80 students. COP programs are open enrollment programs that are scheduled and advertised in advance. COP provides custom designed programs for Government agencies. COP delivers an estimated 40 programs ranging from one day to five day courses and up to two week long programs each year at FEI. The number of participants for each class/program ranges from ten to 40. An estimated 5,000 participants are anticipated for Fiscal Year 2012. In support of this mission, OPM intends to issue a bridge contract to Aramark to provide all management, administrative and technical support at FEI. The services will be provided for a period of one (1) base period of six-months and two (2) three-month option periods. These services shall include, but are not be limited to: •Facilities management •Program support •Food and beverage service •Mechanical and grounds maintenance •Facility security •Receptionist service •Program budget accounting for the contract •Participant laundry/dry cleaning •Pest control •Snow removal •Window cleaning •Trash and debris removal •Special projects OPM is limiting the procurement to Aramark only because we reasonably believe they can properly perform the work in the available time. It is not the position of OPM that no other firm can perform the work. OPM deduced that no other offeror could immediately perform all of the services required without incurring substantial unacceptable delay. Any other contractor would cause OPM schedule risk to provide the required services. Aramark’s prices were determined to be fair and reasonable and provided the best value to the Government on the previous acquisition and is satisfactory in its current performance. If other contractors were to provide the required services it could only be achieved by expending considerable resources and time; Aramark already has the organization in place to provide these services without any transition. Any delay will result in critical mission impairment in that the quality of the FEI program would be diminished. This is a short-term bridge contract that is designed to maintain continuity of the FEI executive programs until a new contract is awarded as a result of a competitive procurement action. OPM intends to issue a competitive procurement for this requirement in the near future (within the next two months). Interested sources should ensure that they are registered on the Federal Business Opportunities website under the applicable NAICS code to receive notification when the Request for Proposal is issued. The North American Industry Classification System (NAICS) Code for this requirement is 561210. THE PURPOSE OF THIS NOITICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Terri J. Miller at Terri.Miller@opm.gov within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to Aramark.
