- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b) (1), with Reuter-Strokers, Inc., of Twinsburg, OH, for the purchase of eight (8) Helium-3 Proportional Counters to be used by the NIST Center for Neutron Research (NCNR), at NIST, Gaithersburg, MD. The eight Helium-3 counters will be used for a new instrument at the NG7 guide break, NG6-A, and NG3 beamlines at NCNR. The key material in these counters is Helium-3, a rare isotope of natural resources. Gas: Helium-3 Purity: Isotopic Enrichment: 99.9%, Chemical: 99.999% Cylinder: Smallest size possible with highest possible pressure, CGA580 Valve The Department of Energy controls the supply and distribution of Helium-3 for the United States. The Helium-3 distributions are allowed only through the 3He sub-IPC (Helium-3 sub-interagency policy council), a federally organized program of annual allocations which are reviewed and approved for each federal agency. Reuter-Stokes has been approved to receive Heilum-3 gas by the Department of Energy to fill the eight proportional counters. Reuter-Strokes is uniquely qualified to provide the required counters filled with Helium-3 gas. The North American Industry Classification System (NAICS) code for this acquisition is 325120, and the size standard is 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received June 7,2012 Inquiries will only be accepted via email to Prateema.carvajal@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
