- Please note the following clarifications have been provided by the Grantee and/or USTDA in response to questions received: 1. Question: If a U.S. company participates on this technical assistance project, will that U.S. company be disqualified from bidding on and winning follow-on related contracts from ROMATSA? Answer: The Grantee confirms that a U.S. company that conducts the Technical Assistance project will not be restricted from involvement in other projects with ROMATSA. 2. Question: Although the introduction section of the RFP establishes that "The Project will enable the Grantee to establish an airspace modeling and simulation capability that specifically assesses airspace system performance, analyzes and identifies airspace-related performance issues, and provides analytical capabilities to assess future changes or procedures to the airspace system prior to deployment," there does not appear to be any airspace simulation modeling task in the Terms of Reference. Can you please clarify if airspace simulation modeling is required or expected within the scope of services? Answer: This task was eliminated from the study. However, this remains an important goal of ROMATSA and the Contractor shall take into consideration this final objective. 3. Question: The introductory section on objectives of the Terms of Reference establishes that "The Contractor shall provide technical and financial analyses to assess the Grantee's current and proposed surveillance system". Although Task 2 does include an assessment of "the costs to benefits of modernizing the existing additional radar facilities to include mode ‘S'", the TOR does not appear to include a financial analysis that evaluates forecasts revenues against annual cost estimates prepared in Task 3. Please clarify if a financial analysis of the proposed program utilizing cost estimates prepared in Task 3 is expected within the scope of services. Answer: A full financial assessment is not required. However, the Contractor shall provide cost estimates as detailed per Task 2. It is also anticipated that the Contractor should have a clear understanding of potential financial structures as they pertain to project recommendations and consider financial issues that impact the technology solution program. 4. Question: Section 4 of the RFP indicates that the Contractor's proposed team shall consist of a an Aviation Demand Specialist, however the TORs do not appear to include a specific task for Air Traffic Forecasting. Please confirm if any air traffic demand forecasting is required as part of the scope of services, and if not, please clarify what role the Aviation Demand Specialist will play in the study. Answer: The Aviation Demand Specialist is considered a part of this study as it is important for the Contractor to have an understanding of current and potential future aviation developments that would impact the technology recommendation (also see Task 1). As such, the Contractor would benefit from conducting a high level demand analysis that would provide the basis for recommendations that are part of the study.
