- ***PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW.*** DESCRIPTION: The intent for this contract is to secure services for road maintenance and stormproofing work on roads within the Bluff Creek watershed on the Orleans District of the Six Rivers National Forest. The primary work items include replacing and installing culverts, clearing and grubbing, placement of government-furnished riprap, placement of roadway aggregate, roadway reconditioning, installing rocked rolling dips, and erosion control. LOCATION: The project area is located on the Orleans District of the Six Rivers National Forest in Townships 11 12 North, Ranges 4 and 5 East along the Humboldt Meridian. Project lies within Humboldt County near the town of Orleans, California. ACCESS: From Eureka, California travel Highway 101 north to Arcata and take Highway 299 east to the town of Willow Creek, then take Highway 96 north to the town of Orleans. From here the project sites can be accessed by using Forest Road 13N01 (Bluff Creek Road), Forest Road 11N05 (Slate Creek Road), and Forest Route 15 (15N01, the GO Road, Eye-See Road). PRICE RANGE: The price range for this project is $250,000 to $500,000. CONTRACT TIME: Estimated start work date is August 5, 2012 with a contract time of 80 calendar days from the effective date of the Notice to Proceed. SET-ASIDE: This project is 100 percent set aside for HubZone Small Business. NAICS Code 237310, with small Business Size Standard $33.5 million average annual receipts. BONDS: A bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100 percent of the contract price will be required of the successful contractor within 10 days of award. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to the evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about June 06, 2012. RESPONSE TIME: Request for Proposals will be accepted at Northern California Acquisition Service Area, Redding Office, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 4:30 p.m. Pacific Daylight Time on July 09, 2012. Proposals will only be accepted by hard copy; facsimile proposals will not be accepted. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA).
