Description
On or about 29 May 2012, the National Park Service (NPS) Midwest Regional Office Major Acquisition Buying Office (MWRO - MABO), intends to issue a Request for Proposal (RFP) to award a single, firm-fixed price contract for the work to include "Historic Resource Study" (HRS) for Pipestone National Monument located at Pipestone, Minnesota. The solicitation closing date will be on or about 09 July 2012. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at www.fedbizopps.gov or http://ideasec.nbc.gov. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Amendments, if/when issued, will be posted to www.fedbizopps.gov and http://ideasec.nbc.gov for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. In accordance with FAR 19.502-2 and agency supplements, this project will be set- aside for small business concerns only. The North American Industry Classification System code for this project will be 712120 with a size standard of $7M. Scope of Work The scope of work will include: The HRS synthesizes cultural resource information from all cultural resource disciplines in a narrative designed to serve managers, planners, interpreters, cultural resource specialists, and the interested public as a reference for the history of the region and the resources within the park. Entailing both documentary research and field observations to determine and describe the integrity, authenticity, associative values, and significance of the resources, the HRS supplies data for resource management and interpretation. It includes the application of National Register of Historic Places (NRHP) criteria for evaluation (36 CFR 60) and nomination of any and all newly-discovered eligible cultural resources. The HRS will provide a historical overview of the park that identifies and evaluates the park's cultural resources within historic contexts. The study shall use current scholarship and other available cultural resources information to develop a synthesis for placing the history of Pipestone National Monument within a broader local, regional, and national context. All available cultural resources data will be synthesized in a narrative report. The study will involve documentary and field investigations to help determine the sites significance and describe the integrity, authenticity, associative values of the park's historic resources, including but not limited to structures, sites, objects, districts, cultural landscapes, complexes, and historic functions. The HRS will include a cultural resources base map (or maps). A base map depicts all known historic sites and structures, cultural landscapes, long-distance trails and roads, archeological sites, and ethnographic resources. The government will review the progress of the report development through required drafts and provide comments as necessary. It is anticipated that the final draft shall be completed, including all reviews, within 30 months of contract award. THIS WILL NOT BE A SEALED BID OR LOW BID PROCUREMENT. A best value trade-off selection process will be conducted in accordance with FAR part 13. At the discretion of the Contracting Officer, portions of FAR parts 12 and 15 may be utilized. This best value approach will use factors such as technical, price, and past performance. It is anticipated the aforementioned factors will be listed in descending order of importance and that all non-price related factors, when combined, will be significantly more important than cost/price. Failure to submit all requested information in the solicitation may result in the entire proposal being disqualified from further competition. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. REGISTRATIONS: Offerors must have and maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award. THE ONLY POINT OF CONTACT FOR THIS PROCUREMENT IS THE Contract Specialist as listed in this announcement and forthcoming solicitation. This history study is a comprehensive synthesis of primary and secondary source material that is pertinent specifically to Pipestone National Monument. It represents the first historic resource study prepared for this unit of the National Park System. The project will include an update of National Register of Historic Places documentation of all cultural resources within the authorized boundaries of the monument. The study shall conform to professional standards regarding methodology of historical research and writing. Stylistic, bibliographical, and report production standards shall conform to the current edition of the Chicago Manual of Style.
