STATEMENT OF WORK - NRMA0006-12-02338JR COMBINED SYNOPSIS/SOLICITATION Purchase of Commercially Available High Pressure Electrical Connectors for Remote Operated Vehicle (ROV) (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number: NRMA0006-12-02338JR (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-¬¬58. (IV) This procurement is being issued as a Total Small Business Set-Aside. The associated NAICS Code is 335999. The small business size standards in number of employees is 500. (V) This combined solicitation/synopsis is for purchase of the following commercial items: High Pressure Electrical Connectors which are a part of a major electrical system installed on the Phoenix Remotely Operated Vehicle (ROV) in accordance with the specifications defined in the Statement of Work and incorporated herein. CLIN DESCRIPTION QUANTITY 0001 High Pin Count Connector (71 Pins/connector) 10 Ea. 0002 Set-up for High Pin Connector (71 Pins/connector) 1 Ea. 0003 Power Connector Contact Blocks (8 Pins/block) 20 Ea. 0004 Power Connector (8 Pins/connector Male) 5 Ea. 0005 Set-up for Power Connector (8 Pins/connector Male) 1 Ea. 0006 Power Connector Contact Blocks (8 Pins/block Female) 10 Ea. 0007 Pressure Testing, including set-up for all parts 1 Ea. 0008 Shipping Charges to North Kingston, Rhode Island 02852 1 Ea. (VI) Description of requirements as follows: See attached Specifications defined in the Statement of Work. (VII) Period of Performance shall be as follows: Delivery Date shall not exceed twenty (20) weeks, including delivery time, from the date of award. No partial deliveries accepted. Date and places of performance and acceptance shall be at NOAA OER Operations/Okeanos, 2578 Davisville Road, North Kingston, RI 02852 unless other arrangements are agreed. Delivery shall be FOB Destination, North Kingston, RI 02852. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Feb 2012), applies to this acquisition. The offerer will submit a quote for each CLIN item in Section (V). Inquiries: Offerors must submit all questions concerning this solicitation in writing to Joy Richardson at joy.a.richardson@noaa.gov. Questions should be received no later than 12:00PM MDT on May 23, 2012¬¬¬¬¬¬¬¬¬. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation via FedBizOpps. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) Best Value to the Government The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered on an all or none basis. The following factors shall be used to evaluate offers: 1) Technical knowledge: Offer's quote shall include visual and dimensional checks to ensure machining quality and dimensional accuracy, successful proof of pressure test and certification review and successful proof of electrical tests and certification review. Proposals must include accurate mechanical drawings of all proposed components. Award of a purchase order will be based on the approval of the designs submitted. 2) Past performance: Offer's quote shall include at least two references including the point of contact name, phone number, full address and an e-mail address. Past performance will be evaluated based on ability to meet the required specifications, experience building and manufacturing the same or similar products and delivery schedule. 3) Price. (a) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications (Apr 2012) - Commercial Items with its quote. The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2012) applies to this acquisition. (XIII) 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS. (May 2012). In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
