Description
The Federal Aviation Administration (FAA), Eastern Service Area, Southern Region, AAQ-510 ATL, College Parka, GA has a requirement for the relocation of Doppler VOR/DME in Ft Lauderdale, Florida This procurement is offered to all qualified, responsive concerns and offers will be considered under full and open competition among the qualified responsive offerors. Estimated performance time: 120 calendar days from the issue of the Notice to Proceed (NTP) In accordance with AMS Policy, Procurement Guidance, T3.8-7, Construction Contracting, Section 7, Planing and Pre-Solicitation, paragraph I, Disclosure of the Size of Construction Projects, the estimated price for this requirement is between $1,000,000 and $5,000,000. The NAICS code for this acquisition is 236220 - Comercial and Institutional Building Construction - Standard Size - $33.5 Million In accordance with AMS Clause 3.2.2.3-63 Site Visit (Construction) (July 2004), a site visit is schedule for the 7th of June 2012 at 10:30 EST Point of Contact for the site visits: Mary Montgomery - Resident Engineer mary.montgomery@faa.gov (404) 389-8553 Nacho Brantley - Resident Engineering nacho.brantley@faa.gov (404) 697-5852 To be considered for award of this project, the contractor must be currently registered in the Central Contractor Registration (CCR) database (website: www.ccr.gov). When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost breakdown proposal in addition to all the required documents outline in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Required Documents." De Jesus, Contracting Officer, via e-mail at hector.dejesus@faa.gov Proposals are due no later than 5:00 p.m. local time (Eastern Standard Time), June 25, 2012 and must be transmitted using the United States Postal Service (USPS) or any commercial mail carrier. De Jesus, AAQ-510ATL 1701 Columbia Avenue, College Park GA. 30337 The proposal must be sealed and labeled as follows: SIR/RFO DTFAEN-12-R-00075, Due Date/Time: 5:00 p.m. EST, June 25, 2012. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at the FAA Southern Region Office. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at the Southern Region Office. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. EST, June 25, 2012, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government will not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
