Description
RFI This is a Presolicitation, Request for Information (RFI). This is GSA's first outreach intended to engage industry and identify small business concerns that can provide Identity, Credential, and Access Management (ICAM) support services. The Identity, Credential, Access Management (ICAM) Division of the General Services Administration (GSA) is interested in obtaining information technology (IT) and program management office (PMO) support services for its ICAM Program. GSA is considering conducting an acquisition for ICAM support services as a small business set-aside, but lacks information as to whether there are sufficient small business vendors who can provide these particular services. As defined in the Federal Identity, Credential, Access Management Roadmap and Guidance, ICAM services in the federal environment include: Personal Identity Verification (PIV) card issuance and maintenance; provisioning, authentication and authorization services for accessing IT applications and federal buildings; maintenance of and access to a shared registry that is an authoritative source for agency staff information; and services for the use of digital signatures and the federal Public Key Infrastructure (PKI). PIV card issuance and maintenance services were authorized in 2004 under Homeland Security Presidential Directive 12 (HSPD-12) for use with accessing federal IT systems and facilities and are also known as HSPD-12 credentialing services. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses, accordingly, if the information is considered to be confidential or proprietary. Responses to the RFI will not be returned nor is it GSA's intent at this phase to exchange information or to provide feedback to your responses. Responses to this notice are not offers and cannot/will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please note, this is an opportunity for interested parties to provide meaningful feedback to the GSA, OCIO in the early stages of market research. This should not be viewed as a marketing opportunity, but as an opportunity for good corporate citizenship to show your best interest in a more effective and efficient government. Thoughtful participation is encouraged.
