Description
Draft Solicitation Since its inception in 2009, the Recovery Accountability and Transparency Board (Recovery Board) has worked aggressively to provide transparency regarding the spending of funds allocated by the American Recovery and Reinvestment Act (ARRA). Integral to this mission has been the Recovery Board's effort to prevent and detect waste, fraud, and mismanagement of those funds. Recovery.gov, the ARRA mandated website established to make spending data available to the public, has been the primary vehicle for achieving transparency by providing the public with accurate information in user-friendly, digestible formats. The website is also a leading example of how technology can be used to aggregate data and provide up-to-date information on how and where taxpayers' money is being spent. Unseen by many in the public, however, is a robust system of reporting requirements and enforcement mechanisms bolstered by an operations center that conducts predictive modeling and data analysis to identify the early warning signs of fraud. These systems have resulted in exceptionally low numbers of inspector general complaints and even lower levels of non-compliance. These mechanisms depend on data in order to work, however, and the Recovery Board is looking to supplement its current data supply. Although this is a pre-solicitation notice, a draft copy of the solicitation is attached. ACTION WILL BE REQUIRED BY INTERESTED PARTIES prior to the solicitation issue date. This is a multi-phase procurement. An oral presentation, while not evaluated, is part of the procurement process for this requirement and will be required to be given at 1717 Pennsylvania Avenue, Washington DC between the dates of June 5 - June 7, 2012. Any interested party must respond via email to the Contracting Officer by no later than COB June 1, 2012, to schedule an oral presentation. Please refer to the attached draft solicitation for details. Questions shall be referred to the contracting officer via email.
