- Please note the following questions have been answered. Question 1 : In a typical Feasibility Study the execution of a preliminary design as indicated in subtask 6.3 is not performed. Please confirm the work outlined in subtask 6.3 is to be conducted as part of the Study. Answer 1 : The preliminary design is also known as conceptual design and involves a high-level design of the project to ensure that all functional requirements are being addressed in the FS. The preliminary design may be expressed as functional diagrams, design descriptions and sketches. Question 2 : Technical specifications are required as part of tasks 7, 8 and 9. Since only a feasibility study is being conducted, the level of detail required to produce technical specs is typically not available. Please clarify the expectations for the technical specs. Answer 2 : The objective of the technical specifications indicated under tasks 7, 8 and 9 is to identify, describe and specify the major components of the CECOP, CECOE, ETA GAVIAO and CIWWSA SCADA and telemetry communication system to meet the Project objectives. Question 3 : In Task 11, items 6 through 11 are typically performed as part of detailed design. Are these items to be performed as part of Task 11? Answer 3 : In Tasks 11, the objective of items 6 through 11 is to provide the preliminary design of the telemetry/SCADA system. Question 4 : The following terminology is part of Task 11: The U.S. Firm shall conduct and articulate a detailed analysis of the Project developed above. The U.S. Firm shall assess the technical, economic, financial, and regulatory feasibility associated with the Project. The Study shall include a detailed estimate of what the Project's full implementation would cost. The Study shall also estimate the economic and financial impacts of the investment by comparing current (without the Project) socioeconomic conditions to future (with successful implementation of the Project) anticipated socioeconomic conditions. This appears to be related to the Project and not an Economic Analysis for the Automated Water and Sewage Control System. Please clarify the intent of this paragraph. Answer 4 : The referenced paragraph refers to the Automated Water and Sewage Control System Project. Question 5 : In subtask 11.2, the term socioeconomic was used; should this be replaced with the word "economic?" Answer 5 : The economic analysis refers to the weighing up the pros and cons of the Project based on a set of socioeconomic indicators. Question 6 : Subtask 11.2 appears to be written about an Economic Analysis for the Project and not about an Economic Analysis for the Automated Water and Sewage Control System. Please clarify the intent of this paragraph. Answer 6 : Subtask 11.2 refers to the Economic Analysis of the Automated Water and Sewage Control System.
