Description: Federal Motor Vehicle Safety Standards (FMVSS) 213 Child Restraint System Testing Objective: The purpose of this contract is to procure testing services, inspection services, and reports so that the Government can determine whether child restraint systems comply with the requirements of FMVSS No. 213. The Contractor shall furnish the necessary qualified technical personnel, facilities, and equipment to perform testing services necessary to determine conformance of sample child restraints, provided to the contractor as Government Furnished Test Items (GFTI), with the applicable requirements of Federal Motor Vehicle Safety Standard No. 213, "Child Restraint Systems." The Government will provide test components to the Contractor as GFTI. The Contractor shall conduct tests of the components provided. The contractor shall provide reporting services in conjunction with the testing services. Background: FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include a dynamic sled test which simulates a vehicle striking a fixed barrier in a frontal impact, and the FAA Inversion Test. The test provisions also include materials tests, and an inspection of the restraint system's features. This procurement is for full and open competition. The NAICS code is 541380. All questions regarding this synopsis shall be submitted in writing via e-mail to matthew.donahue@dot.gov. This is only a synopsis and it is anticipated the solicitation will be posted on Fedbizopps by June 15.
