COMBINED SYNOPSIS/SOLICITATION WRD-12-03732 PROVIDING REPLACEMENT PLUMBING PARTS FOR THE SEAWATER PLUMBING SYSTEM (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-12-03732/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is unrestricted and open to all sources. The associated NAICS code is 423720. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001: Purchase plumbing supplies for the seawater system at Manchester Research Station per the attached statement of need. (VI) Description of requirements is as follows: STATEMENT OF NEED Providing Identical Replacement Plumbing Parts For the Seawater Plumbing System NMFS/NWFSC Manchester Research Station Port Orchard, WA 1. Purpose: The bid process is to obtain from the vendor/supplier the same type of plumbing fittings/ parts as used in current seawater system located at NOAA's Seawater Net Pen Research Area in Clam Bay Kitsap County. The system supplies seawater critical for operations used in Fisheries Research at Manchester Research Station. 2. Location: NWFSC's Manchester Research Station, 7305 Beach Dr. E, Port Orchard, Washington 98366. 3. Tasks: The vendor shall be required to furnish all identical plumbing fittings/parts and pipe for the seawater plumbing system currently used at Manchester Research Station. The plumbing fitting/parts and pipe as described below will meet the same brand name and dimensions of plumbing parts used in the current system. The plumbing fittings/parts and pipe will be readied for pickup by NOAA staff at will call in the Seattle area. a. Bid: i. Provide plumbing fittings/parts and pipe: 1. 4 - ASAHI 3719100 10" gear operated butterfly valve PVC PP EPDM Plasgear type 57. 2. 1 - Spears butterfly 10" check valve FLG PVC EPDM. 3. 1 - Spears butterfly 4" check valve FLG PVC EPDM. 4. 7 - Spears 801-100 SCH 80 PVC 10" TEE 5. 4 - Spears 806-100 SCH 80 PVC 10" Elbow 90. 6. 21 - Spears 856-100 van stone 10" Flange V/S SPIG W/PVC Ring SCH 80 150PSI 7. 1 - Spears 854-100HD 10" Flange V/S S PVC W/GFPVC RING SCH80 150PSI 8. 2 - Spears 837-670 10"x4" Bushing SPIGxS PVC SCH80 Sized w/bushing 9. 2 - Spears 837-670 12"x10" Bushing SPIGxS PVC SCH80 10. 40 FT Spears 800-100 10" Pipe P/E PVC SCH80 ii. Will Call parts for pickup in Seattle or nearby location addressed to: NOAA/NMFS/Manchester Attn. James Hackett 7305 Beach Drive East Port Orchard WA 98366 Government will inspect to ensure the fittings and pipes meet the SOW in terms of quantities, material, and dimensions specified in the SOW prior to acceptance. 4. Provide Written Description of all Components/Parts a. Provide written description of all plumbing fitting/parts and pipe supplied for review by NOAA staff. b. NOAA staff will review vendor/supplier provided information to insure that correct plumbing fittings/parts and pipe are being supplied and is acceptable for the bid process. End of Statement of Need (VII) Date(s) and place(s) of delivery and acceptance Date of Delivery no later than June 29, 2012. Delivery will be FOB Origin. (VIII) The period of performance for the base contract shall be from date of award to June 29, 2012. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. Inquiries (Apr 2010). Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or faxed at 206 526-6025 no later than Wednesday, May 30, 2012 at 12pm Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-58, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Work. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-58. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-58, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-58 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses. (XIV) The following clauses are also applicable to this acquisition: 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) 52.252-2 Clauses Incorporated By Reference (Feb 1998), This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
