Description
The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to negotiate, on a sole source basis under FAR Part 13 simplified acquisition procedures with the Russian Federation. Rosatome (Russia?s State Nuclear Energy Commission) is the owner of the BOR60 facility. Research Institute of Atomic Reactors (RIAR) is the State?s nuclear energy operator of the BOR60 facility. The scope of work for phase 1 will include the development of a feasibility study by RIAR for US selected material test options for a BOR60 reactor irradiation. Based on the test options proposed by the U.S., the Russian Federation will identify candidate design options with cost estimates for the fabrication of a US materials test capsule and for BOR60 irradiation charges. The cost estimates will also include receiving the U.S. samples, loading the test capsules into the reactor, unloading the test capsules after completion of the irradiation and loading the samples into a shipping cask for shipment back to the U.S. The Russian Federation, Rosatom ? RIAR is the only source that can perform this work because they are the owner/operator of the BOR60 fast reactor. Currently, Russia is the only foreign country with an operational fast reactor (BOR60) that is available to the US for near-term material irradiations. The period of performance is for four months from date of award. A study with cost estimates will be delivered to DOE. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to the response due date. Responses are required to be submitted before May 31, 2012, 1:00 p.m. Mountain Time via e-mail to hillebtw@id.doe.gov. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. You must also furnish your business size information; NAICS code is 541690; size standard of $14M. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
