- The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of addressing the need of moving injured Marines and their gear from the Point of Injury (POI) on the battlefield to either a Casualty Collection Point (CCP) or a Helicopter Landing Zone (HLZ). This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public The intent of this RFI is to assist MCWL in investigating potential candidate concepts, key and enabling technologies and technology development efforts that will enable fewer litter bearers to move casualties greater distances than can be accomplished using current devices. Data compiled as a result of this RFI will be used to inform appropriate MCWL staff of technical and configuration options in the area of litter movement. Any resultant purchases would be used to support MCWL ™s Experimental Campaign Plan (ECP) 2011-2015 with concept based experimentation and to determine what technology development investments might be appropriate for future Enhanced Marine Air Ground Task Force (MAGTF) Operations (EMO). MCWL seeks to determine the availability of technology and configuration options that address the need of moving injured Marines and their gear from the Point of Injury (POI) on the battlefield to either a Casualty Collection Point (CCP) or a Helicopter Landing Zone (HLZ) so that the injured may to be evacuated to a higher level of care. Solutions should be man-packable or man-portable, have a capacity of transporting one (1) to two (2) casualties (up to 300 lbs. ea.), and enable casualty movement with a manpower ratio of one (1)litter bearer/one (1) casualty. Solutions may be manual or powered, with a range of One (1) KM if manual, or ten (10) KM if powered. Given the need for flexibility over a broad range of operational conditions, the specific requirements for the Litter Movement Capability have not been rigidly defined and are provided above as advisory only. Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1)identification of your company or organization; 2)your company's or organization's assertion of existing, full capability to meet proposed requirements; 3)business/contracts/marketing office point(s) of contact information; 4)notification of business size and/or special status; and 5)any additional information that may be useful to the successful procurement of the requirements, if solicited. Submissions shall be limited to two (2) pages, plus commercial marketing information or web links and all should be submitted via email to arlene.fitzpatrick@usmc.mil referencing the following tracking number: M67854-12-R-7034. These should be submitted on or before 8 June 2012, 4 pm EST. This market research announcement should not be considered a commitment of any kind by the Government and individual responses should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements. Email questions to the point of contact (POC) noted above. The deadline for submission of questions concerning this notice is Friday, 31 May 2012, 4 pm EST. The responses to all questions received by this date will be posted at http://www.fedbizopps.gov. Only unclassified data should be submitted. Following a review of the responses received, MCWL may elect to request additional information, or may schedule one-on-one meetings to gain additional information about proposed solution(s).
