- THE DATES INCLUDED IN THIS PRE-SOLICITATION NOTICE ARE APPROXIMATE AND MAY BE CHANGED AT THE DISCRETION OF THE BUREAU OF RECLAMATION. THE ACTUAL DATES WILL BE INCLUDED IN THE SOLICITATION DOCUMENT AT THE TIME THE IS ISSUED TO FEDBIZOPPS (www.FBO.gov). PLEASE READ THE ENTIRE SYNOPSIS FOR IMPORTANT INFORMATION INCLUDED IN THE DESCRIPTION. Description: Principal components of the work include: a. Selective demolition to remove normal-weight reinforced concrete cover slab, butyl membrane, hardboard, lightweight reinforced concrete structural slab, miscellaneous materials, and embedded items from a portion of existing transfer deck. b. Construction of new reinforced cast-in-place concrete deck to replace removed deck. Work includes furnishing and installing epoxy grouted dowel bars, PVC waterstops, PVC retro-fit waterstops, and joint sealant. c. Removal and reinstallation of existing service hatch cover. Work includes furnishing and installing new base plates and anchor bolts for hatch cover. d. Replacing headed stud anchors located on girder flanges that are damaged during selective demolition. e. Furnishing and installing new deck drain system attached to existing drainage piping. f. Electrical: Disconnect, remove, and dispose of cables associated with conduits which are embedded in portion of concrete deck to be removed. Remove and dispose conduits embedded in concrete deck to be removed. Furnishing and installing new conduit, power, and control conductors, and grounding conductors to complete electrical installation. This procurement will be issued as a Request for Proposal (RFP), Quality Predominance. The primary factors in the evaluation may include, but not limited to, Technical Plan for Design and Construction, Sawcutting and Removal Procedures, Company Experience, Key Personnel, Company Past Performance and Safety, Socioeconomic Goals, and Price. An electronic copy of the solicitation will be available at www.FBO.gov - (or http://ideasec.nbc.gov) approximately on or around 06/21/12. Technical and Price Proposals are tentatively due approximately on or around 07/25/12, at the office of the Bureau of Reclamation, James F. Battin Federal Courthouse, Attn: Alma Bergerson, Acquisition Services GP-5000, Room 2035, 316 North 26th Street, Billings, MT 59101. An organized site visit is anticipated to be offered to all prospective and interested contractors. The date, time, and location of the site visit will be included in the solicitation "Foreword" page. All acceptable and responsible sources with experience and successful past performance in same and/or similar work may submit a proposal which will be considered by the Government. The estimated range of the magnitude of this project is: $1.0 million to $5.0 million. The North America Industry Classification System Code (NAISC) is 238190. The Small Business Size Standard is $14.0 million. This procurement will be awarded using the negotiated procedures set forth in the Federal Acquisition Regulation Part 15 and is being advertised on an unrestricted basis, full and open competition. Offers will be accepted from all responsive and responsible small and large business concerns. Prospective contractor shall have an active registration in the Central Contractor Registration (CCR) database prior to the award of any Federal Government contract.
