Description
SYNOPSIS: This is NOT a request for competitive proposals. This is a Request for Information (RFI) for planning purposes ONLY and shall not be construed as a commitment by the Government to pay for information solicited. No evaluation letters and/or resultants will be issued to the respondents. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking contractors to provide dental laboratory services to supplement the VA's Central Dental Laboratory's (CDL) production of dental prosthetics. BACKGROUND: VA Dental Care serves as the foundation and first point of contact within the health care system for enrolled, eligible Veterans' dental needs. Dental benefits are provided by VA according to law. In some instances, VA is authorized to provide extensive dental care, while in other cases treatment may be limited. VA Medical Centers (VAMC) within each Veterans Integrated Service Network (VISN) refers dental laboratory work to VA CDL's to perform required services. In cases where the CDL's cannot meet the VAMC's demand contracted services are required to fulfill the need. OVERVIEW AND PURPOSE: VA intends to contract with qualified dental laboratory clinics which will provide the following dental laboratory services: "Fabrication of porcelain fused to metal crowns and fixed partial dentures "Fabrication of Full gold crowns and fixed partial dentures "Implant supported crowns and fixed partial dentures "Abutments "Resin-bonded bridges "Removable partial denture frameworks "Diagnostic wax-ups for crown and bridge (C&B) cases "Custom provisional C&B prostheses "All-ceramic C&B prostheses "Implant connecting bars (precious metal/titanium) "C&B metal/titanium/zirconium substructures "Application of veneering porcelain to existing/CDL submitted metal or ceramic C&B copings and fixed partial denture (FPD) structures. RESPONDING: Interested dental laboratory companies are encouraged to respond to this Request for Information by completing the Market Research Questionnaire which begins on page 2. Market Research Questionnaire INSTRUCTIONS: Please provide written responses to these questions via e-mail to gabrielle.harris2@va.gov, by June 4, 2012 4:00PM Mountain Daylight Time. QUESTIONS: 1.Please tell us about your company and how you are positioned in the dental laboratory marketplace. a.Company type [e.g. Public, for-profit or non-profit] b.States/locations served c.Have you previously contracted with the federal government to offer dental laboratory products and services? 2.If registered in the federal government's Central Contractor Registration (CCR), what are your North American Industry Classification System (NAICS) codes? 3.Please describe the services provided through your laboratory. a.Range of services offered through your laboratory (e.g. Crowns, Bridges, Dentures, etc.) b.Number of certified dental technicians c.Turn-around time standards typically used (e.g. 5 days to fabricate bite blocks) d.What is your company's production capability? e.Please describe metrics used to track laboratory adequacy, timeliness or case management f.Billing infrastructure to capture and process services provided in a timely and compliant manner 4.Do you see yourself as a national, regional (multi-state), or local (single state) provider of dental laboratory products and services? a.What are the advantages/disadvantages of these geographic breakouts? b.At what level of geography is it your preference to contract? Why? 5.Please describe any special credentialing processes for your certified dental technicians and any additional training your technicians require. 6.How do you measure and report quality of dental products from your laboratory? What considerations about measuring and reporting quality should be taken into account? 7.How do you ensure privacy and security of patient information? a.Describe your policies and procedures for protecting health information. b.How is quality of documentation ensured and inspected? 8.What are the most appropriate pricing schemes (or combination of pricing schemes) that correspond to commercial dental laboratory contracts? 9.What is your customer support structure? a.Do you have field staff or is everything telephonic? b.How is your customer service measured for quality of support? c.How do you handle complaints about a delivered product? d.Can you provide examples of metrics you report on now? 10.What is the typical start-up time needed between contract award and acceptance and performance of orders for services? 11.What is the most significant information needed to determine: a.Whether or not to submit a proposal? b.To prepare and price a proposal? 12.VA purchases services for our Veterans on an as needed basis, so predicting specific types of specialty services and volumes needed is difficult. What recommendations do you have for effective partnering with the private sector to meet the dental laboratory needs of Veterans through purchased care while ensuring quality and consistent pricing? 13.If you have experience working under performance measures, both internal and external to your organization, please describe those measures and how they affected your solutions and ability to perform a service.
